(Evergreen has also <br />built the ECCO Apartments on River Road. ECCO's many promises to Eugene failed to be kept as <br />the company quickly sold the completed development to another company for an outrageous profit.) <br />Among my concerns are: <br />1. The net density for the Lombard Apartment proposal needs to be recalculated as the applicant <br />submitted erroneous data. <br />2. The applicant has not established that the land is a legal lot. <br />3. The applicant is assuming that state Goal 15 (Willamette River Greenway) is subservient to SB <br />1051 (Needed Housing). Eugene needs affordable housing. The Lombard project would not provide <br />such housing. <br />4. Traffic on River Road is already unbearable, especially during rush hours, and would become <br />downright dangerous if eight dozen apartments housing approximately 200 people and their one <br />hundred plus vehicles were to be shoe-horned into our Willamette Greenway scenic and recreational <br />neighborhood. The project would spoil a beautiful and promising piece of land, which would be better <br />used as a lower income tiny-house neighborhood or a dog park or an expansion to Maurie Jacobs <br />Park. <br />5.
