Natural vegetation, natural water features, and drainage-ways shall be <br />protected and retained to the maximum extent practical. Landscaping <br />shall be utilized to enhance those natural features. This policy does not <br />preclude increasing their conveyance capacity in an environmentally <br />responsible manner. <br />E.4. Public and private facilities shall be designed and located in a manner <br />that preserves and enhances desirable features of local and <br />neighborhood areas and promotes their sense of identity. <br />E.5. Carefully develop sites that provide visual diversity to the urban area <br />and optimize their visual and personal accessibility to residents. <br />As noted, the university is applying the required conservation area setbacks for both the <br />Willamette River, and the Millrace, and additional setback for the Willamette River and Millrace <br />Outfall, and will implement riparian restoration strategies as funding becomes available. <br />The proposal incorporated the feedback and input of many community members, who attended <br />several meetings regarding the project (see K.3). Throughout the public involvement process, the <br />proposal evolved in response to input, as demonstrated by the Community Open House Materials <br />included as Exhibit J. As such, many community members reported that the proposal enhanced <br />desirable features of their community, by increasing public safety and improving access to the <br />riverfront. <br />The proposal is designed to facilitate recreational, pedestrian-friendly redevelopment. As <br />illustrated on Sheets L02 and L05 Site Plan and Service Vehicle Primary Circulation Plan (Exhibit <br />A), the proposal will result in open recreational space, enhanced riparian areas adjacent to the <br />Willamette River, and expanded outdoor educational uses. The proposal does not change or <br />affect existing /WR overlay zone protections established in EC 9.49(1)(c)(1.) and other applicable <br />protection measures and development standards. <br />In addition, development standards in the S-RP Zone are site-specific and designed to be <br />compatible with the surrounding areas. The S-RP Zone includes development standards that <br />regulate building height and form as well as circulation patterns and view corridors, which are <br />designed to ensure compatibility with adjacent properties and protection of the Willamette River <br />Greenway. The proposal complies with S-RP Zone development standards and enforces even <br />more stringent requirements. <br />It is important to note that the University of Oregon has its own regulatory structure regarding <br />development and project design on campus. This structure includes abiding by the policies and <br />standards in the , and an extensive Campus Planning Committee design review <br />Campus Plan <br />process. The incorporates more stringent and refined requirements for urban design <br />Campus Plan <br />elements than the Eugene Code, which have been translated into clear and objective development <br />standards. The design elements within the are intended to facilitate the <br />Campus Plan <br />redevelopment vision of this proposal.
