UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br />8.0 APPROVAL CRITERIA & STANDARDS <br />Under Oregon Revised Statute (ORS) 352, the university has broad authority with respect to the <br />property it owns and controls. As noted previously, this application is a request for City of Eugene <br />Conditional Use and Willamette Greenway permit approval in accordance with the review <br />procedures and approval criteria at EC 9.3725 and EC 9.8815. The approval criteria are provided <br />in text with findings describingcompliance with each stated criteria in plain text. The findings <br />bold <br />demonstrate that the proposal conforms to all applicable criteria and standards. <br />8.1 S-RP Riverfront Park Special Area Zone Approval Criteria (EC 9.3725) <br />EC 9.3725 S-RP Riverfront Park Special Area Zone Review Procedures. The master site <br />plan for developments proposed within the S-RP zone shall be reviewed <br />through the conditional use permit process provided in this land use code. For <br />the purpose of this review, the following criteria shall be applied in lieu of the <br />criteria provided in EC 9.8090 Conditional Use Permit Approval Criteria - <br />General: <br />(1) Criteria for all Development. <br />(a) The proposed development shall be consistent with the <br />Metropolitan Area General Plan, Riverfront Park Study, and other <br />applicable policy documents or functional plans. <br />Metropolitan Area General Plan <br />The Metropolitan Area General Plan (Metro Plan) was amended in 1985 through adoption of <br />Ordinance No. 19348 which established the land use classification of as <br />ÅUniversity/ResearchÆ <br />follows: <br />ÅThis category represents property which is located in proximity to the University of Oregon <br />campus. It is primarily intended to accommodate light industrial, research and <br />development, and office uses related to activities, research and programs of the University <br />of Oregon. The designation also allows for mixed use development, including a limited <br />range of retail and service uses and multiple-family dwellings. Commercial activities in this <br />category are intended to serve the day-to-day needs of employees working in and near <br />University/Research areas. Activities, such as general retail and office, will continue to be <br />located in other appropriately designated areas.Æ <br />Ordinance No. 19348 applied the classification to the subject property <br />ÅUniversity/ResearchÆ <br />included in this application. Following adoption of the Metro Plan amendment, the City of Eugene <br />adopted Ordinance No. 19470 in 1987, which established the Riverfront Park Special Area Zone <br />(S-RP), to guide development of the subject property. The primary uses permitted within the zone <br />are programs and activities carried out by institutions of the Oregon State System of Higher <br />Education and facilities for basic or applied research and development that complement the <br />research and educational activities of the Oregon State System of Higher Education. The Oregon <br />State System of Higher Education, also known as the Oregon University System (OUS), was <br />disbanded in 2015 by Senate Bill 80. In July of 2013, the State Legislature passed Senate Bill 270, <br />which allowed the University of Oregon to establish an independent governing board separate and <br />distinct from the State Board of Higher Education.
