UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br />Water <br />Public water mains are available within close proximity to the west and east ends of the project <br />area. Per Sheet C03 Water Supply Plan (Exhibit A), existing public water mains and associated fire <br />hydrants are located along Riverfront Parkway to the west, along Millrace Drive down to Garden <br />Avenue and Moss Street, along Alder Street, and along Franklin Boulevard. One additional public <br />line exists to the north of the tracks, which curves west. Potential future destination points or <br />extensions connect to the public line north of the tracks. Existing private water mains and <br />associated fire hydrants are located south of the tracks, to the west of Riverfront Parkway. <br />Other Utilities <br />Natural gas service does not currently extend to the project area. Two major existing underground <br />public (EWEB) power lines extend through the Study area. A 12kV feeder extends from the EWEB <br />old steam plant site to the south side of Frohnmayer Bridge, and then splits, and extends north <br />across the bridge, and south across the railroad tracks. A 115 kV transmission line extends from <br />the old EWEB steam plant, along the north edge of the railroad tracks point just north of the <br />Central Power Station, where it turns south and crosses under the railroad tracks. Large vaults <br />(9Èx13È) with access manholes are located intermittently along the underground power runs. <br />Relocation of the underground EWEB power lines is not anticipated and vaults are expected to <br />remain in place. A major EWEB fiber optic line runs parallel to the 115 kV transmission line north <br />of the railroad tracks. The status and use of other communications lines north of the railroad <br />tracks are unknown. An EWEB steam corridor extends through the site. The steam system is no <br />longer active, but some of the pipes within the corridor are being utilized as conduits for other <br />purposes. EWEB intends to maintain the easement for the steam corridor. <br />6.4 Transportation <br />The North Campus Area is located north of Franklin Boulevard, classified as a major arterial and <br />state highway. Vehicles access the property primarily from Onyx Street (a university-owned local <br />street), Riverfront Parkway (a local street), and Millrace Drive (a local street), where university <br />surface parking lots are located in proximity to these access points. Riverfront Parkway currently <br />continues north of the tracks, where it ends in a stub; north of the tracks, vehicle access is limited <br />to service and emergency vehicles. <br />North of the tracks, the Ruth Bascom Bicycle Path goes east-west along the property until <br />Riverfront Parkway. It provides access west by connecting to the former EWEB property, north via <br />the Frohnmayer Bridge, and south via Gallery Walk (a university path) and Riverfront Parkway. An <br />east-west public bicycle path exists along the Millrace, where it provides a connection east to the <br />CityÈs bicycle route along Garden Avenue (and ultimately the Knickerbocker Bridge). <br />Pedestrian circulation is accommodated on the bicycle (multi-use) paths and pathways within the <br />universityÈs property. Pedestrian crossings on Franklin Boulevard are located at Onyx Street and <br />Riverfront Parkway/Agate Street. The EmX bus rapid transit station is located at Agate Street and <br />Franklin Boulevard.
