University of Oregon North Campus Conditional Use Permit Application Project #: 21562 <br />June 15, 2018 Page 8 <br />Traffic Volumes and Peak Hour Operations <br />Manual turning movement counts were obtained for the study intersections in May 2017 while classes <br />were in regular session. Counts were obtained on a mid-weekday from 2:30 to 6:30 PM, and the system- <br />wide PM peak hour was found to occur between 4:55 PM and 5:55 PM. Figure 4 provides a summary of <br />the year 2017 turning-movement counts for the weekday PM peak hour. Attachment Bcontains the <br />traffic count worksheets used in this study. <br />Current Levels of Service <br />All level-of-service analyses described in this report were performed in Synchro 9 in accordance with the <br />procedures stated in the 2000 Highway Capacity Manual (Reference 3). All intersection level-of-service <br />evaluations used the peak 60-minute flow rate during the weekday PM peak hour. The transportation <br />system will likely operate under conditions better than those described in this report during time periods <br />outside the PM peak hour. <br />Figure 4 summarizes the level-of-service assessment for the study intersections under the weekday PM <br />peak hour existing traffic conditions. The City of Eugene defines level-of- <br />acceptable performance at signalized intersections. At unsignalized intersections, the critical movement <br />must operate at LOS D or better. <br />As the figure shows, each of the study intersections currently operates at an acceptable level of service <br />during the weekday PM peak hour. Cincludes the level-of-service worksheets under <br />existing traffic conditions. <br />Traffic Safety <br />Oregon Department of Transportation (ODOT) provided the latest five years of reported crash data at <br />the study intersections 1, which includes the period from January 1, 2011 to December 31, 2015. Table 2 <br />summarizes the reported crash data at the study intersections, including the crash severity and crash <br />type of each crash. <br /> <br /> <br />1 <br /> With the transition of Franklin Boulevard from State to City jurisdiction, ODOT no longer maintains a high-crash list for <br />any of the study intersections within the study area. <br />Kittelson & Associates, Inc.
