The Applicant proposes to <br />use this land for university uses (programs and activities carried out by the University of Oregon) <br />and research that complements the university. The Applicant obtained prior Conditional Use <br />2 <br />Permit approval for development on the subject property in 1988 primarily for the purposes of a <br />research park (research that complements the university), also known as the Riverfront Research <br />Park. Following Conditional Use Permit approval, the Applicant and City executed a Conditional <br />Use Permit Agreement that, among other things, established a time schedule for completion of <br />construction extending to October 10, 2012. The Conditional Use Permit expired on that date; <br />therefore, a new Conditional Use Permit is necessary for any new development to be possible. <br />The subject property is designated University Research by the Metro Plan and zoned S-RP by the <br />Eugene Zoning Ordinance. Future development envisioned entails uses consistent with applicable <br />adopted plans, policies, and standards, as described in this application. <br />1.2 Land Use and Development Requirements <br />Within the City of EugeneÈs policy framework, this proposal is subject to zone specific approval <br />criteria and standards at EC 9.3725 Riverfront Park Special Area Zone Approval Criteria and EC <br />9.8815 Willamette Greenway Permit Approval Criteria and Standards. This is a Type III request for <br />review and approval of a concurrent Conditional Use Permit and Willamette Greenway Permit <br />application to be held against the applicable criteria of approval in the Eugene Code. Findings <br />demonstrating consistency with applicable approval criteria, policies, and standards are provided <br />in Section 6 Approval Criteria and Standards.
