of any building within 40 feet of a front lot line can exceed 100 feet in the <br />R-1 and R-2 zones and 150 feet in all other zones. <br /> <br />The applicant states that all buildings comply with this standard with the exception of Building 2, <br />and requests an adjustment for Building 2, with a proposed length of just over 131 feet parallel to <br />Lombard Street. The criteria for adjustment to this standard, and an evaluation of the applicants <br />request is provided below: <br /> <br />EC 9.8030(8): <br />(a) Maximum Building Dimension. The requirements set forth in EC 9.5500(6)(a) may <br />be adjusted if the proposal creates building massing and/or facades that: <br />1. Create a vibrant street facade with visual detail. <br />2. Provide multiple entrances to building or yards. <br /> <br />The applicant states that proposed Building 2 provides articulation, and offsets that ultimately <br />result in a visual appearance of two separate buildings, with each building appearing <br />approximately 65 feet long. The applicant also notes that a pleasant pedestrian experience will be <br />created through modulation, architectural articulation, and finished material selection. As to <br />building entrances, the applicant points to the inclusion of multiple building entries with <br />pedestrian connections to the street, and private patios and decks for residents. <br /> <br />Based on the evidence provided by the applicant, the criteria for an adjustment to EC 9.5500(6)(a) <br />are met and the adjustment is granted. <br /> <br />(b) Windows. Street facades shall contain windows covering a minimum of <br />15% of the facade on each floor level. <br /> <br />The applicant provides calculations on elevation drawing sheets (sheets E2 through E5), and <br />calculates that all street facing facades provide the minimum 15% window covering. <br /> <br />Based on the information provided, this standard is met. <br /> <br /> (7) Building Articulation. <br />(a) Articulation Requirement. To preclude large expanses of uninterrupted <br />wall surfaces, exterior elevations of buildings shall incorporate design <br />features such as offsets, projections, balconies, bays, windows, entries, <br />porches, porticos, or similar elements. <br />1. Horizontal Surface. At least 2 of the design features outlined above <br />shall be incorporated along the horizontal face (side to side) of the <br />structure, to be repeated at intervals of no more than 40 feet. <br />2. Vertical Surface. At least 2 of the design features outlined above <br />shall be incorporated along the vertical face (top to bottom) of the <br />structure, to be repeated at intervals of no more than 25 feet. <br />(b) When offsets and projections are used to fulfill articulation <br />requirements, the offset or projection shall vary from other wall surfaces <br />by a minimum of 2 feet.
