EC 9,8670(3) <br />The October 6, 2017 Sandow Engineering memo provides an analysis of the City of <br />Eugene's requirements in determining the need for a traffic impact analysis per EC 9.8670. <br />EC 9.8670(3) requires a TIA when "[t]he city has performed or reviewed traffic engineering <br />analyses that indicate approval of the development will result in levels of service of the <br />roadway system in the vicinity of the development that do not meet adopted level of service <br />standards." <br />Sandow Engineering's response to this requirement states "The City staff have not indicated <br />that they have performed a review of intersections in the area that do not meet adopted <br />Level of Service standards. Therefore, a TIA is not triggered under this criterion." <br />There is no evidence that city staff has been contacted by the applicant to determine if the <br />city has performed or reviewed traffic engineering analysis regarding the adopted level of <br />service standards. <br />The applicant should be required to provide evidence that addresses the applicable criterion. <br />EC 9.8670(4) <br />The October 6, 2017 Sandow Engineering memo provides an analysis of the City of <br />Eugene's requirements in determining the need for a traffic impact analysis per EC 9.8670. <br />EC 9.8670(4) requires a TIA when "...development sites that abut a street in the jurisdiction <br />of Lane County, a Traffic Impact Analysis Review is required if the proposed development <br />will generate or receive traffic by vehicles of heavy weight in their daily operations." <br />Sandow Engineering's response to this requirement states that "[t]herefore, a TIA is not <br />triggered under this criterion." <br />The fourth criterion does not appear to have been evaluated as the applicant's response <br />appears to be incomplete in error. <br />The applicant should be required to provide evidence that addresses the applicable criterion. <br />Mav 7 2018 Site flan vs. Mav 9.2018 memo <br />The May 7, 2018 site plan illustrates the site access to River Road as "emergency vehicle <br />access," which presumably means that access will be limited to emergency vehicle access <br />only. However, the May 9, 2018 memo from Sandow Engineering states that the "proposed <br />access onto River Road is requested in order to allow better access and circulation for Fire <br />and Emergency vehicles as well as reduce the reliance of vehicle use on Lombard Street," <br />which seems to suggest that the access will be open to all vehicles. <br />2 <br />
