(a) Lots and parcels at intersections shall have the access connection <br />begin no less than 20 feet from the end of the radius of the curb, or <br />20 feet from the property corner if there is no curb. <br />At the time of the building permit for Lot 3, 20, 21 and 26, approval of the access connection <br />will require that it be located no less than 20 feet from the end of the curb return. <br />(b) A safety island of not less than 22 feet of full height curb shall in all <br />cases be provided between access connections under one ownership. <br />Compliance with this standard will be determined at the time of the building permit when precise <br />access connection locations have been determined. <br />Based on these findings and future permit requirements, the proposed development will comply <br />with the applicable access connection standards. <br />(g) EC 9.6750 Special Setback Standards. <br />No special setbacks are required for future right-of-way or public utility easements. As discussed <br />previously at EC 9.6805 and EC 9.6870, Capital Drive complies with applicable right-of-way <br />width requirements. <br />(h) EC 9.6775 Underground Utilities. <br />All on-site utilities will be placed underground according the applicant's written statement and <br />site plans, consistent with EC 9.6775. <br />(i) EC 9.6780 Vision Clearance Area. <br />These standards apply to all proposed intersections. The applicant's plans show no apparent <br />visual obstructions that would pose a hazard to the traveling public. These standards will be <br />further evaluated at the time of development on individual lots. <br />(j) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow <br />control for headwaters area, oil control, source control, easements, and <br />operation and maintenance. <br />EC 9.6791 Stormwater Flood Control <br />Finding: The hearings official adopts the following findings of the Staff Report, which establish <br />compliance with the EC 9.6791 Stormwater Flood Control standards: <br />In order to protect lives and properties from flood and drainage hazards, stormwater runoff from <br />development sites (as calculated utilizing the Rational Method and considering all developments <br />having received tentative or final plan approval) shall be discharged into existing stormwater <br />flood control facilities that have the capacity to handle the stormwater runoff, or, be retained or <br />Hearings Official Decision (PDT 17-1) 71 <br />
