Tract A, the storm drainage facility and associated grading and maintenance, as shown <br />on the plans." <br />Subject to compliance with the conditions identified above, the applicant's Tree Preservation <br />Plan complies with this criterion. <br />(c) Restoration or Replacement. <br />1. For areas not included on the city's acknowledged Goal 5 inventory, <br />the proposal mitigates, to the greatest degree attainable or feasible, <br />the loss of significant natural features described in criteria (a) and (b) <br />above, through the restoration or replacement of natural features <br />such as: <br />a. Planting of replacement trees within common areas; or <br />b. Re-vegetation of slopes, ridgelines, and stream corridors; or <br />c. Restoration of fish and wildlife habitat, native plant habitat, <br />wetland areas, and riparian vegetation. <br />To the extent applicable, restoration or replacement shall be in <br />compliance with the planting and replacement standards of EC 6.320. <br />2. For areas included on the city's acknowledged Goal 5 inventory, <br />any loss of significant natural features described in criteria (a) and <br />(b) above shall be consistent with the acknowledged level of <br />protection for the features. <br />Finding: As discussed above, the subject property is included on the city's acknowledged Goal 5 <br />inventory and, therefore, EC 9.8320(4)(c)(2) applies to this application. The acknowledged level <br />of protection requires that the proposed PUD comply with applicable provisions of the Metro <br />Plan and South Hills Study. Compliance with those applicable provisions is addressed above. <br />Relying on this criterion, one neighbor asserted that the level of tree removal allowed within this <br />proposed PUD is not consistent with the acknowledged level of protection of the features, <br />namely the view from lower elevations. The comment does not specify the "acknowledged" level <br />of protection, other than to suggest that the Metro Plan and the South Hills Study contemplate <br />significant protection of all natural features and require that existing views of the South Hills <br />ridgeline be maintained. <br />As discussed above, the proposed residential use of the subject property is contemplated and <br />allowed by both the Metro Plan and the South Hills Study. Protection of the natural resources <br />must be evaluated within the context of the allowed use. Over time, as the designated and <br />planned use of the surrounding residential properties has occurred, the ridgeline has been slightly <br />modified; as the natural features, and particularly the tree canopy, has grown back in those <br />residential areas, the impacts have been mitigated. Based on the proposed development, <br />including both the proposed common and private preservation areas, and the applicant's <br />proposed restoration plans, the proposed development complies with the level of protection <br />contemplated by the Metro Plan and South Hills Study. <br />(d) Street Trees.
