Since 2014, I have been the Supervising Engineer providing supervision, mentorship, and
<br />leadership to the transportation engineering section of the City of Santa Rosa, CA Public
<br />Works Department. Despite my current position, I have maintained my full time residency in
<br />Oregon andon average travel twice a month to visit my family and take care of clients.

<br />My broad-based education, certifications, and professional experience have provided me a
<br />very well balanced, deep and well versed understanding of traffic issues at local, state,
<br />regional, and national levels.

<br />With a broad knowledge and experience of the civil and traffic engineering principals in
<br />multiple states and municipalities (Washington County, Clark, Multnomah County, Marion
<br />County, Clackamas County, Lane County, Tillamook County, Deschutes County (Oregon),
<br />Clark County, Franklin County (Washington) combined with my education, experience, and
<br />certifications makes me more qualified to do traffic analysis, not less as Mr. Gilbert insinuates.

<br />I have a very long and established relationship with many engineers including traffic
<br />engineers in Eugene, Springfield, Lane County in public and private sectors in various
<br />capacities since 1990. I even have been retained and testified as expert witness in multiple
<br />legal cases since 2010. I respect Mr. Gilbert as fellow civil engineer, but I am surprised by his
<br />subjective overreaction which appears to have resorted to baseless ad hominem attacks
<br />because he can find few, if any, significant deficiencies in my analysis and conclusions. I feel
<br />confident that the Hearings Official will see through this tactic and appreciate that my broad-
<br />based experience, supported by extensive education, and validated through multiple
<br />professional certifications, sufficiently establish that I am fully qualified to provide expert
<br />opinion on traffic capacity and safety issues. My LinkedIn Profile which is available online

<br />I also want to make it very clear that I did an extensive on site visit of Capital Dr and the roads
<br />near it on July 3, 2017. Together with members of the Joint Response Committee, we studied
<br />road and traffic conditions and documented our work photographically, and by taking notes,
<br />review of historical data and other references. Some of these photos show me at work on
<br />Capital Dr. They were included in my report and will be presented here once again. My report
<br />also included photographs provided by neighbors showing a variety of adverse and impactful
<br />road and traffic conditions on Capital Dr and nearby streets. I had made it very clear to the
