nt C <br />Date: December 18, 2017 <br />To: City of Eugene Hearings Official, c/o Nick Gioello, Associate Planner From: Fairmount <br />Neighbors Association <br />Re: Capital Hill PUD Tentative Plan Application (PDT 17-1) <br />Dear Hearings Official: <br />The purpose of this letter is to report to you the results of the analysis by the Fairmount <br />Neighbors Response Committee of the proposed Capital Hill PUD. <br />After the initial required neighborhood meeting held by the applicant, Laurel Hill Valley <br />Citizens (LHVC) joined with Fairmount Neighbors Association (FNA) to appoint a <br />committee to evaluate the PUD application, its potential impact on the two <br />neighborhoods and whether or not the application complied with the PUD Approval n <br />Criteria (EC 9.8320). <br />° <br />o <br />The Capital Hill PUD Response Committee, after 19 fact-finding meetings beginning in c C <br />March of this year, voted 9-0 to recommend to the LHVC Executive Committee and to m <br />o <br />the FNA General Meeting on 12/6/17 that they oppose the Capital Hill PUD proposal, 0• m <br />citing a number of problems with the proposal. <br />The Fairmount Neighbors, after consideration of the facts (not the entire report) <br />provided by the Response Committee, voted 96-3 to accept their recommendation. The <br />Fairmount Neighbors recommend to the Hearings Official that PDT 17-1 be denied and <br />that no exceptions to the Eugene City Code be granted to the applicant. <br />The basis for this recommendation is an extensive analysis by the Response Committee <br />of the Capital Hill PUD proposal and reports received from contracted technical <br />specialists in law, forestry, geotechnical engineering, and traffic engineering. The issues <br />uncovered by this analysis including the following: <br />The proposed PUD divides the 13.63 acres into 34 lots (with up to 38 dwelling <br />units), with many lots' buildable portion located on steep slopes, which would be <br />vulnerable to increased geological instability; <br />The proposed PUD requests the logging of up to 466 trees (over 50% of existing <br />trees), increasing landslide potential and exposing trees in Hendricks Park and <br />ent A <br />M <br />n <br />M <br />M <br />0 <br />Page 75 <br />
