Attachment C <br />- Increase in vehicular traffic from the development will increase the problems with access, <br />and increase conflicts with pedestrians and bicycles. <br />- Vehicular accidents have occurred due to narrow road width and will increase with this <br />development. <br />- Driveways connecting to the roadway are too steep and create blind intersections. <br />- Increased construction traffic will contribute to existing safety problems with roads. <br />- Children have to walk to and from school in the roadway. <br />- The development will cause a 24% increase in traffic. <br />- Not adequate "no parking" along roadway. <br />- Existing lack of emergency response, is a risk to public health and safety. <br />- No secondary access to site. <br />- Dispute with Public Works assertions regarding "queuing streets", "traffic calming" and <br />"multi-modal street design". <br />- Streets leading to the site will have increased maintenance and repair costs due to <br />increased traffic. <br />- Spring Boulevard is too narrow with no curbs. Large trucks cannot pass in opposite <br />directions on Spring Boulevard and Capital Drive. <br />Regarding safety issues on Spring Boulevard and Capital Drive, a memorandum from Scott Gillespie P. <br />E., Public Works Development Review Manager (included with the staff report as Attachment F), <br />indicates that Spring Boulevard and Capital Drive, which provides access to the site, are adequate to <br />serve the proposed development and no off-site mitigation by the applicant is required. The <br />memorandum concludes there is no evidence to suggest the existing roadways are unsafe or <br />incapable of serving the development site. This memorandum is discussed in greater detail at EC <br />9.8320(7) in the staff report. Public Works staff also confirms that none of the applicable triggers for a <br />Traffic Impact Analysis (TIA) Review are met, and therefore a TIA is not required pursuant to the <br />standards at EC 9.8650-9.8680. <br />Referral comments from the Fire Marshal's Office (included with the staff report as Attachment D) <br />indicate that minimizing restrictions by placing "No Parking" signs on both sides of the road leading <br />up to the development site will improve emergency response time. Staff also received a petition <br />signed by 31 residents, requesting an investigation of the hazardous condition of increased parking <br />on Capital Drive. In response to these concerns, the City's Traffic Engineer executed an Administrative <br />Order on February 23, 2018, which will remove all on street parking from Capital Drive between <br />Spring Boulevard and Cresta De Ruta. It is expected that "No Parking" signs will be installed on Capital <br />Drive by April 30, 2018. Comments by the Fire Marshal's Office conclude that providing "No Parking" <br />signs on Capital Drive from Spring Boulevard to Cresta De Ruta will improve emergency access and <br />evacuation capabilities along the route. This issue is discussed in greater detail at EC 9.8320(6) in the <br />staff report. <br />• Sewer and Stormwater Impacts <br />- The development will cause increased demands/stress on existing storm and sewer <br />systems. <br />- Loss of trees will cause increase in stormwater runoff, impacting lands downhill from site. <br />3 <br />Page 68 <br />
