We have owned a property near the top of <br />Capital Drive since 2004. Having commuted back and forth from the university for 14 years, we <br />can assure you that it would be dangerous to approve this development. The narrow roads are <br />substandard, with near accidents a daily occurrence. We are concerned about the safety of <br />pedestrians, since no sidewalks exist on portions of Capital Drive and all of Cresta de Ruta. On <br />several occasions while retrieving mail, my wife and I have been forced to jump into bushes to <br />avoid oncoming traffic. School buses will not service this area, which means children must walk to <br />and from school on these roads. <br />Due to the increasing likelihood of major natural disasters such as earthquakes or fire, we are <br />concerned about lack of accessibility for emergency vehicles. During the recent ice storm, roads in <br />our area were impassible for several days. I once watched a moving truck back all the way down <br />Capital Drive after being unable to negotiate a curve near the top of the hill. <br />Although the pending application states otherwise, the project will not provide "a variety of <br />171 <br />dwelling types [for] all income groups" as encouraged by city codes. Only 6 of the potential 32 <br />new units maybe apartments. The Response Committee estimates that lot prices will be more than <br />$200,000. Add in extensive engineering costs for steep terrain, and costs would quickly surpass <br />Eugene's $277,100 median sales price. We believe that final building costs could easily reach well <br />over $600,000 per lot. <br />We believe that the proposed project does not fully comply with Eugene planning codes since it <br />will: [1] create significant risk to public health and safety, [2] potentially cause landslides, and [3] <br />1 <br />Page 359 <br />
