Attachment C <br />G10ELL0 (Vick R Attachment B <br />I rom: Kathleen Masterson <kcmasterson@gmail:com> <br />Sent: Monday, December 18, 2017 9:38 AM <br />To: GIOELLO Nick R <br />Subject: Capital Hill PUD (PDT 17-01) <br />Dear Mr. Gioello. <br />I have lived at 2290 Spring Blvd just above the Fairmount/Spring interchange since 2008, and oppose the <br />proposed Capital Hill PUD. <br />There are several reasons for my concern, but safety is the most important. I frequently walk from our home up <br />toward the proposed development and down toward the lower Fairmount areas. As you are aware, Spring Blvd. <br />is very narrow and has no sidewalks. There is enough space for two cars to pass each other, but passing a <br />delivery truck, garbage truck or large construction vehicle is a daily problem. <br />At the blind curve on Spring Blvd. just below my home, it is impossible to pass by even a single person walking <br />or bicycling adjacent to the curb without risking a head-on collision with cars heading down the hill. My <br />husband and I have interacted with at least two people who narrowly avoided severe injury in front of our home. <br />In one incident, a bicyclist heading down Spring just missed an oncoming car that drifted to the center of the <br />road, crashing onto the driveway of Tree Tops. In another, a man bicycling up Spring was sideswiped by a <br />truck heading up the hill which did not bother to stop. His bicycle was damaged but he was not severely <br />injured. <br />The current safety issues would be greatly increased with the potential addition of 33 households at the top of <br />the hill. We urge the city not to make a bad situation worse by approving the plan.
