Attachment C <br />EUGENE VISION ZERO <br />Why now? <br />Safety has been on the City of Eugene's radar for <br />years, but despite everyday efforts to create safer <br />streets that work well for all users, investments <br />in transit, and advances in technology, we still <br />experience an unacceptable number of traffic <br />deaths and life-changing injuries. Vision Zero is <br />the next step to effectively reduce deaths and life- <br />changing injuries on our streets. <br />While over 90 percent of crashes involve only drivers <br />and their passengers, people walking, biking and <br />riding motorcycles are disproportionately likely <br />to be seriously injured or killed on our streets-an <br />unacceptable inequality for a city that prides itself <br />on healthy, active, accessible transportation options. <br />Drivers and their passengers are also in danger. <br />Over 57 percent of all fatal or serious injury crashes <br />involve drivers and their passengers. <br />These data suggest that a bold intervention <br />and strong commitment from City leaders and <br />partners-including residents-will be required to <br />eliminate deaths and life changing injuries. The <br />Eugene Vision Zero Action Plan establishes a <br />roadmap for the City to eliminate traffic deaths <br />and serious injuries on its streets. It signals a <br />shift in transportation engineering and planning <br />practice to prioritize safety of our residents over <br />the convenience of traveling quickly through our <br />city. While these changes won't always be easy, <br />we are committed to working together to achieve <br />them, and motivated by our determination to create <br />a safe Eugene for all of our residents and visitors. <br />Attachment B <br />What is Vision Zero? <br />Vision Zero is a transportation safety philosophy <br />that was developed in Sweden in the late 1990s <br />to eliminate traffic deaths and serious injuries in <br />the transportation system. Sweden already had a <br />significantly lower crash rate than the United States. <br />Even with a low crash rate, Sweden was still able <br />to work beyond the low hanging fruit and reduce <br />traffic fatalities by half over 20 years.
