The PUD will provide adequate screening from surrounding properties <br />including, but not limited to, anticipated building locations, bulk and height. <br />The February 28, 2018 Staff Report discusses Criteria 3 on Pages 18 & 19. <br />The Committee presents its discussion of Criteria 3 on Pages 85 through 91 of the March 7, <br />2018 Response Document, with additional testimony presented below: <br />The Committee points out the initial sentence in the City's Staff Report confuses "east" and <br />"west." <br />The Staff Report indicates: <br />"The subject property is bounded by single family residentially developed properties on <br />the east and south, and Hendricks Park and the Ribbon Trail to the north and west. " <br />(Emphasis added.) <br />In fact, the area to the immediate west of the proposed project is single family residential and <br />the Ribbon Trail (and the City of Eugene land surrounding the trail) is to the east of the <br />proposed project. <br />The committee re-iterates it position that removal of a substantial portion of trees for site- <br />development and home construction (plus the probable wind throw destruction of existing <br />remaining trees on and near the project) will reduce the existing "screening" nature of mature <br />trees. Furthermore, the Application fails to provide any 3-D renderings or video renderings <br />of the potential visibility of homes after trees are felled for construction activity. The <br />Committee has requested this information several times to no avail. <br />In response, the Committee has prepared a 3-D view of the ridgeline today and after <br />construction is completed. These renderings are from both east looking west up at the project <br />and from the west looking across Eugene and up at the project. These renderings were <br />shown at the March 7, 2018 Public Hearing and are also contained in the Committee's <br />Response Document presented to the Hearings Official at that time. <br />Page 1 <br />
