March 21, 2018 <br />Ms. Virginia Gustafson-Lucker <br />Hearings Official <br />c/o Nick Gioello <br />Planning <br />City of Eugene <br />via email: nick.r.gioello@ci.eugene.or.us <br />RE: CAPITAL DRIVE GRADE AT SOUTH PORTION, PROPOSED CAPITAL HILL PUD <br />Dear Ms. Gustafson-Lucker: <br />I am writing this memorandum to ensure that one seemingly minor item regarding the proposed <br />Capital Hill receives the attention it deserves. I am referring to the fact that the PUD layout, as <br />currently proposed, requires a shared driveway for the two southernmost lots (18&19 on some maps, <br />19&20on others) which would enter Capital Drive a the blind hair-pin curve adjacent to the <br />southernmost part of the proposed PUD. <br />When I visited the site in 2014, I used a clinometer to determine the street grade at this corner, which <br />turned out to be 16 to 17% for a significant distance around the curve. This measurement is <br />confirmed on DOGAMIs LiDAR Digital Elevation Model (DEM) for the area. Attached is a figure <br />showing the slope classes (grade) from the LiDAR DEM with yellow denoting 14% or lower slopes, <br />light orange denoting 15%, darker orange 16%, and 17% or greater shown in red. <br />It is clear from the attached map that a band of 17%+ slope crosses the entire width of Capital Drive <br />at the proposed driveway access location. <br />This is not permitted per Eugene Code 9.6735 (2), which requires that: <br /> <br />Access from a public street to a development site shall be located in <br /> <br />accordance with EC 7.420 Access Connections Location. <br />EC 7.420 (1)(b) requires: <br /> <br />
