the residential development standards of the R-1 zone. These areas of flexibility/exception are <br />as follows: <br /> <br />Table 9.2750 establishes maximum lot coverage of 50%. Lots 16 and 17 are requested <br />to increase the maximum lot coverage to 65% since these lots are proposed as having <br />the option of constructing one to three units on each lot as attached single-family units. <br />By allowing an increase in the lot coverage, the ability to develop the property is <br /> <br />enhanced, providing greater diversity of housing units and maximizing infill <br />opportunities. <br /> <br />Table 9.2760 limits the maximum size of new lots in the R-1 zone to 13,500 square feet. <br />An exception is needed for Lots 4, 20 and 22 since each lot contains existing buildings <br />and other physical features associated with those buildings, such as driveways and <br />garden spaces, which preclude reducing these lots below the maximum 13,500 square <br />feet. <br /> <br />An exception to the maximum lot size of 13,500 square feet (Table 9.2760) was also <br />requested for Lot 23. This lot has no existing buildings or structures but is associated <br />with Lot 22 and contains an existing vineyard, fruit tree orchard, and other large trees. <br />Staff recommended a condition of approval to show a buildable area not to exceed <br />13,500 feet on this lot. <br /> <br />Additionally, Lots 5 and 14 through 19 exceed the maximum allowable lot size. These <br />lots have individual preservation areas and useable (buildable) areas of varying size. All <br />of these lots, except Lots 5 and 16, have useable (buildable) areas under 13,500 square <br />feet when subtracting their respective preservation areas. <br /> <br />Lots 5 and 16 have useable/buildable areas that exceed 13,500. Staff recommended a <br />condition of approval to show a buildable area not to exceed 13,500 feet on these lots. <br /> <br />As already discussed in this report, staff is supportive of granting flexibility and exceptions to <br />the standards discussed above noting EC 9.8300 Purpose of Planned Unit Development states <br />that he planned unit development (PUD) provisions are designed to provide a high degree of <br />flexibility in design of the site and the mix of land uses. As demonstrated by the applicant, and <br />as conditioned, the proposed lot sizes and lot coverage for those lots in question will be <br />consistent with the standards of the R-1 zone and ensure that the density of the site is well <br />under the maximum allowable density. <br /> <br />With regard to the above standards, staff further notes that the application does not include <br />specific plans for the individual residential dwellings to be constructed upon the proposed lots. <br />As these features are not explicitly included in the tentative PUD application, staff notes as an <br />informational item that compliance with the applicable residential development standards at <br />EC 9.2750 (such as for maximum building height, minimum setbacks, maximum lot coverage for <br />the remainder of the lots, and fencing) will be addressed subsequently as part of the building <br />permit process at the time each lot is developed. <br /> <br />Capital Hill PUD (PDT 17-1) February 2018 54 <br />Page 54 <br /> <br />
