In this role, <br />staff often hear from the people who may be directly impacted by a particular project or <br />decision. When concerns are raised, staff work to help people better understand how to frame <br />a concern in terms of the approval criteria. Staff listen carefully to all concerns, seek to fully <br />understand the issues and impacts of land use applications, and attempt to provide the best <br />service possible to everyone involved. While all issues are important, staff also make every <br />effort to help our community understand that all land use decisions must be made based on <br />the approval criteria located in the Eugene Code an <br />policies. <br /> <br />Pre-Application Meetings, Referrals and Public Hearing Notice <br />Consistent with EC 9.7005 Pre-application Conference, the applicant met with staff on January <br />7, 2014 (City File # PC 13-83), thereby meeting the initial application requirement. Since then, <br />discuss the project, help facilitate open communication between the parties, and share <br />concerns related to the proposed development. As a result of this input, the applicant made a <br />number of changes to the proposal in their effort to be responsive to the issues and concerns <br />initially raised. Staff also provided information concerning this tentative PUD application to <br />other appropriate City departments, public agencies, service providers, and the affected <br />neighborhood groups, Fairmount Neighbors and Laurel Hill Valley Citizens. Relevant referral <br />comments are included in the application file for reference, and addressed in the following <br />evaluation where applicable. The City also mailed and posted notice of the public hearing in <br />accordance with the applicable code requirements at EC 9.7315. <br /> <br />The site is located within the boundaries of both the Fairmount Neighbors and Laurel Hill Valley <br />Citizens neighborhood associations as shown below: <br /> <br /> <br />Capital Hill PUD (PDT 17-1) February 2018 3 <br />Page 3 <br /> <br />
