Based on the available information, Public Works staff confirms that none of the applicable <br />triggers for Traffic Impact Analysis (TIA) Review are met, and therefore no TIA is required <br />pursuant to EC 9.8650-9.8680. <br /> <br />EC 9.8320(6) The PUD will not be a significant risk to public health and safety, <br />including but not limited to soil erosion, slope failure, stormwater or flood hazard, or <br />an impediment to emergency response. <br /> <br />The proposed PUD will comply with the above criterion, assuming compliance with various <br />requirements as identified elsewhere in this evaluation and to be addressed through <br />subsequent subdivision applications and related permitting processes. This specifically includes <br />and analysis <br />property is not located within a designated flood hazard area, and that erosion prevention <br />permits will be required for construction of various components of the proposed development <br />to ensure there are no significant risks associated with soil erosion. <br /> <br />Soil Erosion <br />Due to the size of the development, an erosion prevention permit will be required prior to any <br />ground-disturbing activities. <br /> <br />Slope Failure <br />Per the Geotechnical Investigation, the site appears to be geotechnically suitable for the <br />proposed development provided that the recommendations contained in the report are <br />incorporated into the design and construction of the project. The Geotechnical Investigation <br />also concludes that the proposed development will not adversely impact the proposed site or <br />adjacent properties. Public Works staff agrees with the analysis and conclusions in the report, <br />but recommends the condition of approval below, in accordance with this criterion, to ensure <br />that the PUD will not create any significant risk of slope failure. This condition of approval will <br />ensure that the recommendations in the report are carried out as requirements of the <br />development: <br /> <br />A geotechnical analysis from a certified engineer, with specific recommendations for <br />design and construction standards, shall be provided with any applications for Privately <br />Engineered Public Improvement (PEPI) permits, as well as building permits and site <br />development permits for the initial construction of infrastructure, and residences on <br />individual lots. The development proposed with each permit shall adhere to the <br />recommended standards for design and construction as contained in the related <br />geotechnical analysis. <br /> <br />The specific standards for Geological and Geotechnical Analysis at EC 9.6710 are discussed in <br />further detail below, although staff notes that the application is technically exempt from those <br />opted Goal 5 inventory according <br />to EC 9.6710(3)(e).
