EXHIBIT C <br />Report by Traffic Engineer <br />Evaluation of City staff testimony regarding <br />O akleigh Lane <br />This report evaluates the testimony of Scott Gillespie of <br />the Eugene Public Works Department and Mark H. Dahl <br />of the Eugene Springfield Fire Marshal's Office. <br />Report Conclusion <br />"Based on the review of the Nemariam Report and the <br />two documents cited above, it is my professional opinion <br />that neither document provides relevant, substantial <br />evidence that would contradict the conclusions in the <br />Nemarion Report. <br />Providing additional housing for a community is a <br />priority for many cities and counties to meet the growing <br />demand. That, however, must be done in a responsible <br />way so the safety and well-being of the existing and <br />future residents of an established community is not <br />compromised. <br />It is also my independent, professional opinion that the <br />Nemarion Report provides reliable, substantial evidence <br />and expert analysis that supports the conclusions in the <br />report. ' <br />
