Route3)ViaCapitalDr.,SpringBlvd.,FairmountBlvd.Thispotentialthirdroutewould <br />encompassa1.2mile,hillyjourneyalongthesethreestreets.CapitalDr.andSpringBlvd.are <br />bothnarrow,windinglocalstreetswithsubstandardornosidewalks.However,thesetwostreets <br />aretheprimaryneighborhoodtravelrouteoutoftheneighborhoodforalmostalltrafficentering <br />orleavingtheexisting123residencesabovetheSpringBlvd./FairmountBlvd.intersection. <br />FutureresidentsoftheproposedPUDwouldnecessarilyincreasetheuseofthisroute.Aswith <br />CrestaDeRutaSt.(above),theCommitteeemphasizesthepotentialdangerforpedestriansand <br />bicyclistsalongCapitalDr.andSpringBlvd.,especiallywithincreasedtrafficemanatingfrom <br />theproposedPUD.Therefore,thislongerroutewouldnotprovide“convenientandsafely <br />accessible”accessrecreationareasandopenspaceasrequiredby EC9.8320(8). <br />Note:HendricksParkprohibitsbikesexceptonpavedpaths.BoththeCapitalDr.andHighland <br />Ave.entrancesarenotpavedpathentrances,thusprecludingtheiraccessbybicyclistsfor <br />“usablerecreationarea…thatisconvenient”asrequiredby EC9.8320(8).Additionally,the <br />8/22/17ApplicationonP.47of67describestheparkas“accessibletobicyclistsandpedestrians <br />only.”Aspreviouslymentioned,bicyclistshavelimitedaccesstoHendricksPark,whilecars <br />haveunlimitedaccesstotheparkviabothSummitAve.andFairmountBlvd.Thislimitationfor <br />bicycleswouldencouragefutureresidentsoftheproposedPUDtousetheircars-asituationthat <br />wouldnotconformto EC9.8300(1)(b)to“encouragealternativestotheuseofthe <br />automobile.” <br />#### <br />OnP.47of67,the8/22/17Applicationfurtherstates” <br />“Alarge,openspaceareathatisvisuallyaccessibleisproposedfortheeasternportionof <br />thedevelopmentsiteinordertopreservesomeofthetreecanopy,aswellascontinueto <br />provideabufferbetweendevelopmentandtheRibbonTrail.” <br />Notethatthewordingaboveis“visually”accessible.TheproposedPUDprovidesfor107,331 <br />squarefeet(2.46acres)ofCommonPreservationArea;however,literallynoneofitisphysically <br />accessibleorusable. <br />TwosmallpreservationareasflankthesouthernjunctureofCapitalDrivewithCupolaDrive <br />(TractCandTractD,1140sq.ft.and2426sq.ft.,respectively).TheslopeforTractCis <br />approximately35%andtheslopeforTractDisapproximately23%.Streetsbordertwosidesof <br />boththeseareasandtheycanonlybeseenfromafewoftheproposedhomesites.Thesetwo <br />areasareobviouslyintendedtobeusedforanentrancelandscapestatementandsignage. <br />TheyarenotintendedfornorconducivetorecreationalusebytheproposedPUD <br />residents. <br />TractBisa2,161sq.ft.“bowlingalley”configuredpieceoflandthatemanatesfromthewest <br />sideofCupolaDrive.Itisapproximately20feetwideand108feetlongandhasanestimated <br />27%slope.TheApplicant’sConsultant(inresponsetoadirectquestionfromtheresponse <br />CommitteetotheCityPlanningDept.)statesthatthispieceoflandhasbeensetasideasa <br />“wildlifecorridor”;however,itliterallygoesnowhere,dead-endingatthebackofLot24.See <br />89 <br /> <br />
