(b)TreePreservation.TheProposedprojectshallbedesignedandsitedto <br />preservesignificanttreestothegreatestdegreeattainableorfeasible,withtrees <br />havingthefollowingcharacteristicsgiventhehighestpriorityforpreservation: <br />1.Healthytreesthathaveareasonablechanceofsurvivalconsidering <br />thebasezoneorspecialareazonedesignationandotherapplicable <br />criteria. <br />2.TreesLocatedwithinvegetatedcorridorsandstandsratherthan <br />individualisolatedtreessubjecttowindthrow. <br />3.Treesthatfulfillascreeningfunction,providerelieffromglare,orshade <br />expansiveareasofpavement. <br />4.Treesthatprovideabufferbetweenpotentiallyincompatiblelanduses. <br />5.Treeslocatedalongtheperimeterofthelot(s)andwithinbuilding <br />setbackareas. <br />6.Treesandstandsoftreeslocatedalongridgelinesandwithinview <br />corridors. <br />7.Treeswithsignificanthabitatvalue. <br />8.Treesadjacenttopublicparks,openspace,andstreets. <br />EvaluationofForestHealth: <br />MuchoftheApplication'snarrativeregardingthetreesontheCHPUDsiteisbasedonan <br />assessmentofhowhealthyorunhealthythosetreesare.TheApplicationclaimsthat68.7%of <br />the867treescountedintheTreePreservationPlanareinfairorpoorconditionandthereforecan <br />easilybereplacedbynewyoungtrees. <br />TheApplication'sdescriptionoftheexistingtrees(p.36of67)paintsableakpicture,leadingthe <br />readertobelievethataclearcutmightbebeneficial. <br />"Themostsignificantvegetationon-sitearetheexistingtrees,\[sic\]ofwhicharenotof <br />highqualityorvalue.Theyhavenotbeenmaintainedfordecades.Manyhavebeen <br />damagedbyicestorms,wind,andgeneraldecline.Theexistingconifershaveoutpaced <br />andhinderedthegrowthoftheexistingdeciduoustrees.Manyoftheexistingashtrees <br />andoaktreesarestrugglingandarenotingoodcondition." <br />However,itisimportanttonotethattheApplicant’sdevelopmentteammakingthis <br />determinationdoesnotincludeacertifiedarborist,asrequiredby EC9.8310(2)(b)1. <br />anddefinedin EC9.0500 asfollows: <br />“ApersoncertifiedbytheInternationalSocietyofArboricultureashaving <br />specializedknowledge,experienceandtrainingrelatedtoarboriculture,including, <br />butnotlimitedto,knowledgeofbestmanagementpracticesfortreepruningand <br />maintenance,constructionimpactstotrees,treepestsanddiseases,andhazardous <br />treeevaluation.” <br />49 <br /> <br />
