<br /> <br /> <br />February 26, 2018 <br /> <br />RE: Parking removal on Capital Drive between Spring Boulevard and Cresta De Ruta <br />Dear resident or property owner, <br />Eugene Springfield Fire has requested removal of on-street parking on Capital Drive between Spring <br />Boulevard and Cresta De Ruta Street to facilitate faster emergency response times for fire and medical <br />emergencies. <br />Currently, Eugene Springfield Fire has difficulty navigating Capital Drive when vehicles are parked on the <br />street due to the curvature of the street and sub-standard street width of 18-feet. Fire apparatus are often <br />approximately 10-feet in width from mirror to mirror. When a vehicle is parked on that section of Capital <br />Drive it requires the fire apparatus to slow to avoid striking a parked vehicle and, in some cases, the fire <br />apparatus may not be able to pass around the parked vehicle. In addition, Eugene Springfield Fire has <br />stated that removal of on-street parking would help to facilitate a large scale evacuation, such as might <br />take place during a wildfire event. Eugene Springfield Fire has identified Capital Drive between Spring <br />Boulevard and Cresta De Ruta Street as a primary escape route in case of a nearby wildfire. <br />In addition the City of Eugene has received two petitions with a total of 31 signatures from residents <br />living on, and in the area of, Capital Drive. The petitions <br />significantly in the 2600 block creating hazardous conditions for motorists, bicyclists, pedestrians, and <br />s address this <br /> <br />Based on these requests the City of Eugene Traffic Engineer executed Administrative Order (AO) 58-18- <br />01 on February 23, 2018 which removes parking from <br />Capital Drive between Spring Boulevard and Cresta <br />. <br />De Ruta <br />It is expected that on Capital Drive by April 30, 2018, thus <br />implementing AO 58-18-01. <br />Any person aggrieved by the administrative decision may appeal by filing an appeal with the office of the <br />City Traffic Engineer at 1820 Roosevelt Blvd, Eugene, Oregon 97402. Appeals must be received by 5:00pm <br />on April 6, 2018. The right to appeal is waived if a timely appeal is not filed by this date and time. <br />Appeals must be in writing and identify the administrative action to be reviewed, the specific relief sought <br />and the reasons the relief should be granted as well as a $50 deposit.
