Review of the Traffic Safety Analysis <br />Summary: <br />Existing Conditions <br />A review of the adjoining existing street network, identified about 47 households that currently <br />access Capital Drive which extends from a five-way intersection (Capital Drive, Spring <br />Blvd./south leg, Madrona Road, Woodlawn Ave, and Spring Blvd./north leg) southbound to the <br />top of the hill serving several other homes on both sides, many with steep driveways and poor <br />line of sight along the way. <br />Capital Drive is a steep roadway with grades up to 16 +/- percent. It has a new asphalt surface <br />with variable width of 18 to 20 feet between Spring Boulevard and Cresta De Ruta Street and <br />12 to 14 feet between Cresta De Ruta Street to the north. Cresta De Ruta Street has no speed <br />posting, and while it is considered to have a statuary Speed of 25mph, the safe operating speed <br />along the most of it is 15 to 20 mph. <br />Capital Drive is posted as No Parking on one side, however it is not observed nor enforced, and <br />during a random mid-day site visit vehicles were parked in some sections, making it very <br />difficult for larger trucks or vehicles to go through. <br />There is a 2-feet wide raised path which is defined as a sidewalk, however it is barely enough <br />for one person to walk off the street It does not meet ADA standards (too narrow and too <br />steep) and with severe cross slope and drop off on one side for safe passage. <br />Presently, reportedly, Capital Drive serves 31 households above the 5-way intersection, and it is <br />the only access point to these homes. <br />Pictures taken during the site visit and throughout the year show some of these conditions as <br />well as a few incidents that have occurred during the past year. <br />Review of the Traffic Safety Analysis <br />In order to provide a fair and unbiased assessment of the future conditions based on the <br />proposed 34 (up to 38 total units with 4 optional) lot subdivision on top of the hill or better <br />known as Capital Hill PUD (A PUD by code has higher standards, but this is a defacto <br />subdivision). Many of the assumptions are taken at face value, but some <br />of the information provided are inconsistent and in conflict with the very sources they refer to <br />as references (i.e. Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways <br />and Access ways, Public Improvements Design Standards Manual for City of Eugene and <br /> <br />Some assumptions are questioned in order to provide an opportunity to have dialogue for the <br />best mitigation possible for maximum attainable safety improvements. Considering that the <br />added traffic essentially doubles the traffic in and out of Capital Drive, the current residents are <br />standards that are applied to other residential developments in the City. <br /> <br />
