Off-siteImpactsonNoise:General <br />Increasednoiselevelswouldoccuralongthealmosttwomilesoftheonlypossiblefeederroute <br />oftheneighborhoodroadnetworkfromFairmountBlvd.andSpringBlvd.toCapitalDr.They <br />willhavetocarrythemulti-yearloadoftwocontinuingphasesofincreasedtrafficvolume. <br />(1)Permanently,therewouldbea28%-31%increasepersonal,residential,andservicetrafficif <br />theproposeddevelopmentwerefullybuiltoutandoccupied. <br />(2)Overaperiodofyears,perhapsfromfourtotenormore,therewouldbe:(a)allthelargeand <br />heavyconstructiontrafficforinitialsitepreparationforlogging,roadconstruction,andother <br />necessaryinfrastructureservices,and(b)repetitiveindividualhomeconstruction,spreadover <br />years,whichfailtotakeadvantageofeconomiesofscale. <br />Thesenoiseandcongestionimpactswouldnotbeperceivedastemporarybytheresidentsalong <br />thisfeederroute.Initially,selectiveloggingofapproximately300treesdesignatedfortheROW <br />andfordiscretionaryharvestcouldtakemonthsandrequireatleast34loadsusinglargelog <br />trucksthatwouldweighabout78,000pounds(SeeForester’sReport,AttachmentH).Other <br />heavyequipment,suchasyarders,graders,dozers,backhoeswouldbetraileredtothesite, <br />monopolizingthenarrowfeederroadsforovertwomilesuntilreachingFranklinBlvd. <br />Additionalheavydumptruckswouldmoveloadsoffillinandexcavationmaterial,slash,and <br />grubbingout.Thenbuild-outoftheproposedlotswouldtakeperhapsupto10years,resultingin <br />thecontinuingflowofconstructiontraffic,raisingnoiselevelsintheneighborhoodsonaregular <br />basis. <br />TruckTrafficImpactsonNoise,Congestion,andEmissions <br />Noisefromheavytrucksrangefrom70to80decibels,butbecausetheymustmoveslowlyon <br />thenarrowandpossiblycongestedroadways,thedurationofexposurewouldbefurther <br />increased.Theresultingambientnoiselevelwouldbeprojectedtoincreasedfrom5to20 <br />decibels,dependingonproximityofaresidencetotheroad.Itcouldlastforuptosixhoursaday <br />duringsiteconstructionwork.Thefollowingbuildoutofthedwellingunitswouldalsogenerate <br />heavytrucktripsforaboutthenext10years,enoughtosignificantlyimpactpropertyvalues.A <br />majorstudyofnoisecostsimpactsconductedforthe1982FederalCostAllocationStudy <br />"assumeda0.4%percentdecreaseinthevalueofahousingunitforeachdecibelincreaseover <br />thethresholdvalueof55decibels." <br />HeavytrucksaredefinedasClass8,weighingfrom30,000to65,000pounds.Inadditiontothe <br />heavyequipmentlistedabove,theyincludeasphaltfinishers,asphaltrollers,hotasphaltdump <br />trucks,cementtrucks,etc.Accordingtoourcalculations,duringthefirstyearofdevelopingthe <br />proposedCHPUD,includingclearing,grading,roadbuilding,infrastructureforstormwater, <br />therewouldbeatleast3,000individualheavytruckroundtrips.(Weassume150working <br />days/yearand20Class8individualtrips/day.)Inaddition,therewouldbeatleast7,500smaller <br />vehicleroundtrips(assuming150days/yearand50trips/day).Supportvehiclesoflowerclass <br />171 <br /> <br />
