Herearetheclearandobjectiveelevationdata: <br />th <br />440feet–atthefloorofthevalley:theLRAPAAirMonitorSite,atAmazonParkandEast29 <br />Ave. <br />448feet–atthemaintransportationcorridor:FranklinBlvd.atVillardSt. <br />695feet–atthefive-wayintersection:primaryroutetoproposedPUD,atstartofCapitalDr. <br />880feet–attheonlyaccess/egresspointtoproposedCHPUD:CapitalDr.atCrestaDeRutaSt. <br />Applicationhasacknowledgedthataportionoftheproposedsiteisabove900feet.Thusany <br />persontravelingbyautomobile,anyothermotorizedvehicle,motorcycle,bicycle,orwalking <br />musttraverseanelevationdifferentialofmorethan432feetoveradistanceofapproximately1.8 <br />miles(measuredtotheentranceofthesite),whethergoingtoorcomingfromthemain <br />transportationcorridorofFranklinBoulevardandtheclosestmajorgroceryshoppingsite.The <br />centeroftheUniversityofOregoncampusisalsoapproximatelythesamedistance. <br />ThereisdatafortheFairmountneighborhoodfromtheTransportationportionofa2011 <br />NeighborhoodAnalysis,publishedbytheCityofEugeneNeighborhoodServices(including <br />contributionsfromEugenePlanningandDevelopment)anddrawnfromthe2010Census.The <br />datafor“TypeofCommutetoWork”reveals:SingleVehicleDriver=37%;Walk=24%; <br />Bicycle=21%;WorkatHome=8%;Carpool=7%;Bus=3%.Forthemajorityofpeople <br />(71%),theircommutetimewasbetweenfiveand19minutes.Notethisrepresentspeople <br />throughoutFairmountneighborhood,mostlivingonvalleyfloororatminorelevationrise.From <br />theproposedCHPUDsite,20minuteswalkingdownhillmightjustgetafitpersontotheclosest <br />th <br />busstopattheintersectionofAgateSt.andEast19Ave.Butdataaboveshowsthathardly <br />anybodyridesthelimitedservicelocalbus,eventhosenearby.BikerscouldgettoUOcampus <br />ordowntownin20minutes,butfacethedangersofridingonthenarrow,blind-curvestreets. <br />Andbothwalkersandbikerswouldfacealonger,tougherreturnuphilltotheproposedCHPUD <br />site(anelevationgainofover440feet). <br />Consequently,itisinconceivablethatresidentsoftheproposedCHPUDwouldwalkorbiketo <br />andfromtheirresidencestoconductthemajorityoftheirbusiness.Evenduringthedryweeksof <br />Eugeneweather,howmanypeoplewillcarrytwoshoppingbagsfullofgroceriesforcloseto <br />twomilesuphill?Givensixorsevenmonthsofcool,wet,windy,stormyweather,howmany <br />residentsoftheproposedCHPUDwouldchoosetodrive?Wecanexpectthatthehouseholds <br />abletoaffordresidenceintheproposedCHPUDwouldincludehigh-incomeemployedorretired <br />prosperousindividuals;thus,mostcouldbeexpectedtodrivetoworkorshop.Incontrast, <br />walkersandbikersusingtheroadwaysareprimarilyrecreationalandfrequentlycomefrom <br />outsidetheneighborhoods. <br />Children,theelderly,andalter-abledindividualsalsofacehardshipsorlimitationstoaccess <br />efficienttransportationoptions,becausetheproposedCHPUDwouldincreasedensityinanarea <br />inconvenientandimpossibletoserve.SeeReferralCommentsfromtheTransportationManager <br />ofEugeneSchoolDistrict4J(11/14/17):ServicetotheproposedCHPUDcannotbeoffered <br />becauseof“unsafepassingandoperatingconditions”onexistingsteep,narrowroadstoand <br />fromthesite.Closestservicewouldbeatthefive-wayintersection,morethanonequarterofa <br />milefromtheproposedCHPUDentry.TheclosestLTDbusstopsarealmosttwomilesdown <br />10 <br /> <br />
