Surveyagreeswiththelatterclassification,asitindicatesthatthe Philomath soil(#108),which <br />reportedlyunderliestheareaofthepropertywherethetestpitsweredug,consistsofCLandCH <br />soil. <br />A.LimitedAreaandNumberofTestPitsAssessed <br />TheBranchEngineeringGeotechnicalAssessmentconsistedofasurficialassessmentbyGary <br />Sandstrom,CEG,followedbysubsurfaceexplorationusing10backhoetestpits.Thesurficial <br />investigationidentifiedtwo“scarps”inthesoutheasternportionofthepropertyintheeastern <br />portionofwhatwasthenproposedtobeLot23andthelowercentralportionofwhatwasLot16 <br />(seeannotatedFigure-1ofBranchEngineeringReport).Bothoftheselocationsarenowwithin <br />theareadesignatedasproposedLot17inthelatestiterationoftheCHPUD.Inthegeotechnical <br />worldtheword“scarp”denotesthesteepdropandcrackattheheadofalandslide.However,in <br />thefollow-upsubsurfaceexploration,noneofthetestpitswereinstalledanywhereclosetoeither <br />ofthese“scarp”features.TheclosesttestpitisTP-8whichisshown100’Noftheupperscarp <br />and200’NWofthelowerscarpfeature. <br />BesidesignoringtheareasidentifiedaslandslidefeaturesbytheirownEngineeringGeologist <br />duringthesubsurfaceexplorationphasewithtestpits,theanalysisiscompromisedbythelimited <br />extentoftheareaassessedbythesetestpits.Thisareaonlyencompasses2.7acres,comprising <br />approximately19%ofthetotalproposedCHPUDarea,andislocatedentirelyontheflattest <br />portionsofthesiteatthetopofthebroadridge.Althoughtheoverwhelmingmajorityofthe <br />proposedCHPUDsiteisslopedmorethan5%,thusrequiringataminimum(per EC9.6710)a <br />Level2GeotechnicalAssessment(whichincludessubsurfaceexploration),noneofthetestpits <br />areinstalledonthesteeperslopingeasternandespeciallysoutheasternportionsoftheproposed <br />CHPUDsite.Therefore,itisdifficulttoavoidtheconclusionthatitappearsthetestpitlayout <br />wasdesignedtoignoreornotfindanyissues. <br />Despitetheplacementofalltestpitsnearthetopofthebroadridge,thereisevidentacleartrend <br />ofdeepeningsoilandweatheringinthetestpitsinaneasterlydirection.Testpitsclosesttothe <br />topoftheridgehavesoildepthsrangingfrom12to20inchesandidentifythepresenceofhard <br />sandstoneatthebottomofthepits.Thetestpitsontheeasternedgeoftheexplorationarea(TP- <br />3,-5,and-8),whicharealllocatedatthetopofthesteepslope,foundsoilandcompletely <br />decomposedsandstonetodepthsinexcessof60to72inches,whichwasthetothetotaldepthof <br />thepits.Despitethisfact,notestpitswereinstalledfartherdowntheeasternslope–intheareas <br />whichmattermosttoslopestabilityinvestigations. <br />2.SlopeMovement(Landslide)FeaturesMappedAllAroundandonProposedCHPUD <br />Property <br />DOGAMI'sgeomorphicmapping(SLIDO-StatewideLandslideInformationDatabaseof <br />Oregon)identifiestwolargeandtwosmaller“active”landslideswithinandalongtheeast-facing <br />slopeoftheridgeonwhichtheproposedCHPUDisplanned.Theversionofthemapwhichis <br />includedwiththeMay30,2017Addendumhasseveralsignificanterrorsrelatingtotheitems <br />addedbyBranchEngineeringtothecoloredbasemapwhichwasobtainedfromDOGAMI.First, <br />themapscaleiswrong.Itindicates1”=1000’at8.5x11”printout.Inrealityitispresentedat1” <br />111 <br /> <br />
