BROWN Daren M <br />From:Paul Conte <paul.t.conte@gmail.com> <br />Sent:Wednesday, March 07, 2018 4:37 PM <br />To:GIOELLO Nick R <br />Subject:Testimony re PDT 17-1 <br />Z-04-19 Decision.pdf <br />Attachments: <br />Dear Ms. Gustafson-Lucker, <br />If the information I have is correct that you are the Hearings Official, I had to take this opportunity <br />to either than you -- or blame you -- for setting me on what has now been a 13-year path of <br />working with Eugene neighborhoods to ensure the residents are fairly treated in quasi-judicial land <br />use proceedings. <br />My very first attempt to engage was the "Taylor Zone Change" (Z 04-19), which you heard. <br />This was a case where the City staff were playing games with the density overlay to allow an R-2 <br />(medium density zone) on a lot designated "Low Density Residential" in the comprehensive plan. <br />The planner in charge smugly told me after the hearing that "everybody thinks they're a planner." <br />But you saw through the ploy and denied the zone change. (I've attached your decision, but it <br />doesn't bear on the present PUD application.)
