Nathaniel Teich, Supplemental Testimony for the Hearing Record 3/7/18 (P. 1 of 4) <br />2350 Spring Boulevard <br />The proposed CHPUD does not satisfy Criterion 11 (Off-Site Impacts) and should be <br />denied. <br />3 <br />3 <br />Criterion 11 states: "The proposed development SHALL HAVE MINIMAL off-site `T C-D <br />impacts, including such impacts as traffic <br />o <br />Implications of City Response to Traffic, On-Street Parking, Congestion, Safety, and 4b C <br />Emergency Response along Spring Boulevard and Capital Drive 3 <br />Recent action by the City to eliminate parking on Capital Drive from Spring Boulevard to Cresta <br />De Ruta Street has affirmed positions of the Response Committee that the primary and only <br />major accessible route to and from the proposed CHPUD is already limited and an impediment <br />to emergency response and safety throughout the entire area. These current conditions would be <br />increased and exacerbated by approval of the proposed CHPUD. <br />In an earlier Response Letter from the Fire Marshal's Office (March 27, 2017), under "Concern <br />Reality #1," Deputy Fire Marshal Mark Dahl detailed a number of "significant delays" possible, <br />including: "opposing traffic," "collisions," "construction vehicles related to residential housing," <br />(Item 2, p. 2). In addition he listed "need to back up long distances (greater than 150 ft)" (Item 4, <br />p. 2). However, I question the possibility of backing up along the narrower and less improved <br />roadway of Spring Boulevard south to East 27th Avenue. This Fire Marshal's report concludes: <br />"Given the severely restricted access to the area, in all likelihood the truck company would not <br />be able to physically drive to the scene" (p. 4). <br />In the latest Response to this situation of safety and emergency response, a joint letter from <br />Eugene Public Works Maintenance, Traffic Engineer Matt Rodrigues and AIC Fire Marshal <br />Amy Linder (February 26, 2018) announced issuance of Administrative Order 58-18-01 <br />(February 23, 2018) to remove parking along Capital Drive from Spring Boulevard to Cresta De <br />Ruta, effective April 30, 2018. This letter further attests to the significant and dangerous <br />conditions already existing in the area. <br />"Currently, Eugene Springfield Fire has difficulty navigating Capital Drive when vehicles are <br />parked on the street due to the curvature of the street and sub-standard street width of 18-feet. <br />Fire apparatus are often approximately 10-feet in width from mirror to mirror. When a vehicle is <br />parked on that section of Capital Drive it requires the fire apparatus to slow to avoid striking a <br />parked vehicle and, in some cases, the fire apparatus may not be able to pass around the parked <br />vehicle. In addition, Eugene Springfield Fire has stated that removal of on-street parking would <br />help to facilitate a large scale evacuation, such as might take place during a wildfire event. <br />Eugene Springfield Fire has identified Capital Drive between Spring Boulevard and Cresta De <br />Ruta Street as a primary escape route in case of a nearby wildfire" (p. 1). <br />This letter further attests to the facts of limited and potentially impossible conditions for <br />emergency vehicles to navigate within the existing primary and only effective road network to <br />enter and exit from approximately 112 existing residences. Additional 31- 35 residences <br />designed in the tightly clustered plan of the proposed CHPUD would be an unacceptable increase <br />for the area.
