Eugenedeterminesitsparkneedsbasedonanumerical <br />standardexpressedintermsofacresofparklandper1,000 <br />residents,aswellasonequitabledistributionofparkland. <br />InEugene,thedesirednumericalstandardfortotalpark <br />landis20acresper1,000residents.Eachparktypehasa <br />Santa Clara <br />standardaswell.Forcommunityparks,thenumerical <br />strategyistoprovide1.5acresofcommunityparklandper <br />1,000residents(StrategyB30).Itisequallyimportantto <br />ensuretheequitabledistributionofparks,recreationand <br />openspaceareasthroughoutEugene(StrategyB2). <br />ThemajorityoftheneedisfornewͻƓĻźŭŷĬƚƩŷƚƚķƦğƩƉƭͲͼ <br />whichgenerallyaresmallerparkslocatedwithinanexisting <br />oremergingneighborhood.TheCityhasdeterminedthat <br />thereisanadequatesupplyofsuitablelandwithinthe <br />currentEugeneUGBtomeettheneighborhoodparkneeds <br />ofallsixplanningsubareas.However,theCityhasalsoidentifiedaneedfornewͻĭƚƒƒǒƓźƷǤƦğƩƉƭͼto <br />serveitsBethel/DaneboandRiverRoad/SantaClaraplanningsubareasinNorthwestandNorthEugene, <br />respectively. <br />ThePROSComprehensivePlandescribescommunityparksaslargerparksthatprovidebothactiveand <br />passiverecreationalopportunitiesforCityresidents,intendedtoservea2mileradius.Communityparks <br />haveaminimumof40acres,potentiallyincludingschoolsiteswhenthetwousesarecolocated. <br />Communityparksareintendedtoaccommodatelargegroupactivitiesandaretoincludethefollowing <br />facilities(StrategiesB28andB31): <br />ΘNeighborhoodparkcomponents,includingĭŷźƌķƩĻƓƭplayarea,basketballcourts,openplay <br />area,etc. <br />ΘReservablepicnicareas; <br />ΘPerformanceandgatheringspace; <br />ΘRestrooms; <br />ΘSoccerandsoftball/baseballfields; <br />ΘPavedpathwaysandtrails; <br />ΘNaturalareas;and <br />ΘOffstreetparking,transitaccessandbikeparking. <br />Manyofthefeaturesofcommunityparks(communityrecreationfacilities,restrooms,competitive <br />sportsfields,etc.)requireurbanlevelsofservice,whichcannotbeprovidedoutsideoftheUGB.Because <br />oftheminimumsizerequirementsforcommunityparksof40acres,itismoredifficulttofindsuitable <br />andavailablelandforsuchparksascomparedtoneighborhoodparks. <br />Awareoftheseneedsforsometime,theCityofEugenehasactivelysearchedforthemostsuitable <br />propertyintheBethel/DaneboandRiverRoad/SantaClaraplanningsubareas.TheCityactedon <br />opportunitiestopurchaselandin20072008fortheBethel/Danebosubareaandin20072013forthe <br />RiverRoad/SantaClarasubarea.LatersectionsofthisstudysetouttheGoal14analysisdemonstrating <br />thatthepropertiesareappropriateforinclusionintheUGBatthistime. <br />AppendixCtoFindingsFinalPage2 <br /> <br />
