final plat approval. These future requirements will be further addressed as part of the subsequent <br />subdivision application process. <br />As an informational item, these standards also require the developer to enter into an agreement <br />establishing installation and maintenance responsibilities for street trees in accordance with the <br />standards in EC 7.280. Based on the above findings and subsequent permit requirements, the <br />development will comply with these standards, as discussed in more detail below. <br />1) Water Supply <br />Water service for the proposed development must be provided in accordance with Eugene Water <br />and Electric Board (EWEB) policies and procedures. Staff notes that EWER has provided separate <br />referral comments about required water system upgrades that will be necessary for the proposed <br />development, and prior to final subdivision approval the applicant will need to provide <br />documentation from EWEB ensuring adequate water service. To ensure this standard is met, the <br />following condition of approval is recommended: <br />The applicant shall provide documentation that EWEB has received a financial guarantee, <br />ensuring water will be provided to each lot in the plat. It is noted that EWEB currently <br />accepts cash payment, bond or an irrevocable letter of credit as financial guarantees. <br />The Fire Marshal has also provided referral comments related to the necessary water supply for the <br />development, which are addressed separately. With the condition of approval above, the <br />standard for water supply will be met. <br />2) Sewage <br />EC 9.6506(2) requires all developments to be served by wastewater sewage systems of the City, in <br />compliance with the provisions of EC Chapter 6. <br />The applicant proposes to serve Lots 1-12 and 23-28 by extending a public mainline to the south in <br />Capital Drive from an existing manhole (#9149) with service to Lots 5-12 and 27-28 being provided <br />by individual private pressure services located in the private street, Cupola Drive. <br />The applicant proposes to serve Lots 13-17, 20-22 and 29-34 by extending a public mainline to the <br />north in Capital Drive (and a portion of Cupola Drive) from an existing manhole (#3706) with service <br />to Lots 13-17 and 29-32 and 34 being provided by individual private pressure services located in the <br />private street, Cupola Drive. <br />The foregoing proposals are conceptually acceptable, with the exception that standard public utility <br />easements are necessary for the construction of public wastewater mainlines on private property. <br />As such, the following conditions are required for the proposed development to satisfy EC <br />9.6506(2): <br />Capital Hill PUD (PDT 17-1) Page 10 of 22 <br />
