UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br />capital improvements whenever possible. <br />This policy acknowledges the CityÈs process of capital improvement programming as the <br />appropriate mechanism to identify timing and funding sources for publicly constructed projects <br />aimed at accommodating transportation demand from future development. This policy also <br />recognizes that funding of any particular project identified in the Capital Improvement Program can <br />come from a variety of sources, and that, in any case, the City should make strong efforts to find <br />outside funding sources for transportation projects involved in development of the North Campus <br />area. The Applicant will continue to coordinate with the city regarding public capital <br />improvements, however the future development projects within the project site will be funded by <br />the Applicant. Therefore, this policy is satisfied. <br />4. The City shall pursue construction of projects intended, by <br />design and timing, to avoid Level of Service "E" in the Franklin <br />Boulevard corridor. <br />Following approval of CU 88-16 in 1989, the North Campus area was the subject of extensive <br />transportation analysis. The area was included in the analysis conducted for the <br />Central Area <br />. Several improvement projects were required or recommended as a <br />Transportation Study (CATS) <br />result of proposed development, all of which have been implemented: <br />Franklin Boulevard and Onyx Street: Reconstruction of the intersection and signal; <br /> <br />Franklin Boulevard at Agate Street: Reconstruction of the intersection and signal; <br /> <br />Downtown/Franklin Boulevard signal systems: Implementation of optimal signal timings; <br /> <br />ththth <br />including 18 Avenue and 19 Avenue in the system; and, new controllers at 18 Avenue and <br />University Street at Alder Street; <br />th <br />Agate Street at 18 Street: Reconstruction of the intersection; <br /> <br />th <br />Agate Street at 15 Street: Reconstruction of the intersection; <br /> <br />th <br />11 Street and Kincaid Street: Construction of new signal. <br /> <br /> <br />The City and Lane Transit District have coordinated extensively to plan and construct the bus rapid <br />transit system, EmX. Franklin Boulevard is currently served by an EmX line extending from <br />Downtown Eugene to Springfield Station and the project area is adjacent to a primary transit <br />station at Franklin Boulevard and Agate Street. Additional improvements to improve the capacity <br />and function of Franklin Boulevard were conditioned and required as part of the approved <br />Conditional Use Permit for Matthew Knight Arena and have also been implemented. <br />Based on the above findings, implementation of planned improvements to accommodate <br />proposed development of the North Campus area in accordance with CU 88-16, and given that <br />the trip generation resulting from the current proposal is less than was approved in the prior <br />Conditional Use Permit in 1989, the proposal will not result in a Level of Service of ÅEÆ on Franklin <br />Boulevard, a requirement of the . Therefore, this criterion is satisfied. <br />Riverfront Park Study <br />5. Required transportation projects will be phased and the phasing <br />schedule will depend upon the level of participation of non- <br />public funds (i.e., participation by a developer) and the level of <br />actual development. <br />This policy acknowledges that phasing of transportation projects will be required.
