UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br />range of uses uniquely appropriate for the site. The range of service uses permitted in the S-RP <br />Zone are limited to those which might be necessary to provide some of the services needed to <br />support employment and residential development in the area. The Zone is not intended to <br />duplicate the extensive range of services available in the commercial areas around the University <br />of Oregon, along Franklin Boulevard, and in the downtown area. As such, the proposal envisions <br />the site as a strategic location primarily for university programs and activities along with university- <br />related uses. Such uses include but are not limited to research, academic, administrative, physical <br />education and recreation, outdoor research and education, conservation, and university housing. <br />By focusing on university programs and activities, the proposal is in accordance with this policy. <br />The proposal does not suggest uses that are not permitted in the zone. Therefore, this policy is <br /> <br />satisfied. <br />5. Development standards within the SD, Special Development <br />District, applied to the Riverfront Park, shall be designed to: <br />a) Provide for intensity of development while recognizing the <br />environmental and open space attributes and <br />requirements of the area. <br />b) Recognize that proximity to alternate transportation <br />facilities may provide opportunities to reduce parking <br />requirements for certain industrial uses. <br />c) Provide for signing standards consistent with the <br />purpose of the district. <br />d) Allow for a mixture of uses in the SD, Special <br />Development District. <br />e) Ensure that development in the Riverfront Park is <br />primarily related to University activities and programs. <br />This policy outlines the criteria against which a development proposal will be measured. The <br />policy prioritizes university and university-related uses, and supports the preservation of <br />environmental attributes, and the coordination of development with alternative transportation. The <br />proposal aligns with these three qualities, as the proposal centers around university and university- <br />related uses, while also improving access along the Willamette River, providing options for a more <br />pedestrian and bike-friendly network within the site and to Franklin Boulevard. Therefore, this <br />policy is satisfied. <br /> <br />6. Working with the City of Springfield and Lane County, the City of <br />Eugene shall seek an amendment to the Metropolitan Plan <br />which would designate a portion of the property within the <br />Riverfront Park Study area owned by the University of Oregon <br />for "University/Research" activities. <br />This policy recognizes that the subject property is owned by the University of Oregon and is <br />designated for University/Research activities. The proposal takes this fact into consideration, as <br />proposed development directly falls within this category of use.
