UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />Not being able to attract new faculty and students due to the inability to provide essential <br /> <br />facilities; <br />Keeping North Campus in a situation where areas continue to be unsafe and an eyesore; and <br /> <br />Remaining isolated from the Willamette River, UOÈs most underappreciated natural asset. <br /> <br />Connecting to the river will open opportunities for research, teaching outdoors, recreation, <br />improving the ecology of the riverÈs edge, and improving pedestrian and bicycle connectivity. <br />At the time the previous Conditional Use Permit was in place, the subject property was reserved <br />primarily for the purposes of a research park, controlled by a university entity separate from the <br />general university campus. Unlike the previous Conditional Use Permit, this permit would be <br />primarily for the purpose of university uses, extending the general university campus across <br />Franklin Boulevard. It would include a mix of university uses and university-related uses, such as <br />but not limited to research, academic, administrative, outdoor recreation, outdoor research and <br />education, conservation, and university housing. All of these uses are permitted in the zone. <br />In addition, the proposed Master Site Plan for this Conditional Use Permit request is physically <br />very different from that of the previous Conditional Use Permit (see Exhibit J, Attachment 4). The <br />previous Master Site Plan proposed building development throughout the site and very close to <br />the riverÈs edge and included public through-roads north and south of the tracks. The current <br />proposed Master Site Plan (described throughout this document and in detail in Section 5) <br />concentrates most of the building development south of the tracks, places strict limitations on <br />development north of the tracks (including a 200-foot setback) to maximize riparian restoration and <br />open space opportunities, contains no new through-roads, and restricts vehicle circulation and <br />parking primarily to south of the tracks. <br /> <br />Cameron McCarthy INITIAL SUBMITTAL | February 21, 2018 14 <br /> <br />
