I South Hills Study, adopted in 1974. We reject petitioner's challenge for several <br />2 reasons. First, petitioner's challenge is not a challenge to the city's adoption of <br />3 the BLI, but appears to be a challenge to the city's previous application in <br />4 quasi-judicial proceedings of EC standards that petitioner thinks should not <br />5 apply. Second, if there is some error in adopting a BLI that takes into account <br />6 land within the UGB that is subject to the South Hills Study refinement plan, <br />7 petitioner does not sufficiently develop its assignment of error to allow LUBA <br />8 to consider it. Deschutes Development v. Deschutes County, 5 Or LUBA 218, <br />9 220 (1982). <br />10 The sixth assignment of error is denied. <br />1 I The city's decision is affirmed. <br />Page 20 <br />
