I foot eastern stretch of Oakleigh Lane, the. paved area. is approximately 20 feet <br />2 wide, but only 14 feet of that pavement is within the 20-foot right-of--way. <br />.3. Within. that same 25046ot narrow stretch, of Oakleigh Lane, a fire <br />-.4 hydrant is located just within the northern border of the 20-foot right-of=way; <br />5 three to four, feet from the current pavement edge.:.Oakleigh Lane zs otherwise <br />6, unimproved; and lacks curbs, gutters, storm drainage and sidewalks. The city, <br />7 'does not own all of Oakleigh Lane, and does not. currently maintain the road or <br />8 enforce any parking restrictions. Parking of vehicles within and adjacent to the- <br />9 right-of-way, including on paved- areas within.the right-of-way, is not currently' <br />10 restricted. - <br />11 At. present, 25, lots developed with d "mix of dwellings and office-Pr <br />12 commercial structures take access onto Oakleigh Lane. The proposed. PUD <br />13 would, add 29 new residential units and 168 new vehicular trips per day.. to <br />14 Oakleigh Lane.. The total volume of vehicular trips added to O.akleigh Lane,, <br />15 combined with that contributed 'by existing: development, is within the capacity. <br />16 of a low volume local access street. <br />17 The city's initial- 2013 decision required intervenor-respondent Oakleigh <br />18 Meadow Co-Housing (OMC) to dedicate right-of-way and improve the right- <br />19 of-way adjacent to the subject property, in part to provide a fire lane. and <br />20 turnaround; but the 2013 decision did not require OMC to improve any portion <br />21 of.Oakleigh Lane other than. that immediately adjacent to the subject property. <br />Page. 4 <br />
