A EINDA ITEM SUMMARY <br />This meeting is for the Lane County Board of Commissioners (Board) to deliberate and <br />potentlallly act on co-adoption of the City of Eugene's proposed LUrbairn Growth Boundary (UJGB). <br />The City proposes to expand the iIJ B to add hands for employment, parks, and schools, The <br />City's request also includes text amendments to the Eugene-Slpiringfielld Metropolitan Area <br />General Plan (Metro Plan) and adds an appendix that contains findings regarding residential <br />hands. <br />III. ACKGROIJI" D/lIVIPLICAT0III OF A 0I1'I <br />A. Boasred Action and Other Hist ryr <br />The 'Larne County Planning Commission (LCPC) coinducted a work session on the proposed <br />amendments on February 1, 2017. On March 7, 2017 the Lane County and Eugene Planning <br />Commissions held a joint public Ihearing at which 17 People provided testimony, On May 2, <br />20117 the (Lane County Planning Commission deliberated on the Iproposal and unanimously <br />recommended approval. As part of their approval, there were three areas of concern the 'LCPC <br />wanted to be articulated to the Board. These have been captured in their memorandum to the <br />Board dated May 24, 2017, included as Attachment 1. The areas the ILCPC wanted noted are: <br />1. Alternative Ex'parnsiorn Area - Sand a nd Gravel Property <br />2, Growth Monitoring, Program for Residential Lands <br />3. Metro Plan Boundary and Urban Reserves <br />The Board conducted a first reading and work session on this matter on June 13, 2017. <br />During the joint public hearing a total of fifteen individuals testified. Fight expressed <br />support for the proposal and the reminder expressed varying degrees of concern or <br />opposition. Comments in support were provided by private individuals and members of <br />the development community as well as representatives of the Chamber of Commerce, <br />the Bethel School Board and the League of Woman Voters.
