growthprojectionsandlandusedesignationscontainedinthecityorcountycomprehensiveƦƌğƓ͵ͼ <br />Statutesrequirethat,ͻΝźΞŅalargeschooldistrictdeterminesthatthereisaninadequatesupplyof <br />suitablelandforschoolfacilitiesforthe10yearperiodcoveredbytheschoolfacilityplan,thecityor <br />countyorboth,andthelargeschooldistrictshallcooperateinidentifyinglandforschoolfacilitiesand <br />takenecessaryactions,including,butnotlimitedto...addingoneormoresitesdesignatedforschool <br />facilitiestoanurbangrowthĬƚǒƓķğƩǤ͵ͼORS195.110(6). <br />II.DETERMINATIONOFNEEDFORNEWSCHOOLSITE <br />EugeneSchoolDistrict4J,throughthe EugeneSchoolDistrict4JFacilitiesLongRangePlan(20132014), <br />hasdeterminedthatthereisanadequatesupplyofsuitablelandforitsschoolfacilitieswithinthe <br />currentEugeneUGB.AsdocumentedinЍWƭplan,whichisa10yearplanapprovedin2013tocomply <br />withORS195.110,enrollmentin4Jhasbeendecliningformorethanthreedecadesandenrollment <br />projectionsshowthatenrollmentwillcontinuetodecline.Inadditiontodecliningenrollment,4J <br />currentlyownsmultipleschoolpropertiesthatareidentifiedassurplusorreserve,meaningthat4Jowns <br />morelandthanitcurrentlyneeds.Theplanfocusesonreplacing,renovatingandremodelingexisting <br />agingschoolbuildingswithin4Jtoservecurrentandfuturestudentpopulations. <br />BethelSchoolDistricthasidentifiedtheneedforonenewschoolfacilitytoservethefastgrowing <br />populationin9ǒŭĻƓĻƭBethelneighborhood,innorthwestEugene.BethelSchool5źƭƷƩźĭƷƭneedsare <br />explainedanddiscussedinthe BethelSchoolDistrict2013LongRangeFacilitiesPlan(a20yearplan <br />createdinaccordancewithORS195.110).TheBethelSchoolDistrictboundarycoversnorthwestEugene <br />(BethelandpartsofRiverRoad/SantaClara)andextendsbeyondthecurrentUGBtowardsFernRidge <br />Reservoir(seemapabove)..ĻƷŷĻƌƭplandocumentshistoricenrollmenttrends,enrollmentforecasts, <br />capacityofexistingschoolfacilitiesandanassessmentofexistingconditionsofschools. <br />Intermsofhistoricalenrollmenttrends,.ĻƷŷĻƌƭstudentenrollmentincreasedfrom4,464to5,544 <br />studentsbetweenthe1995/96andthe2010/11schoolyears.Theaverageannualgrowthrateoverthis <br />periodwas1.4percentorabout70studentsperyear.EnrollmentforecastsshowthattheBethelSchool <br />Districtwilladdabout700additionalstudentsby2032.Oftheseadditionalstudents,approximately525 <br />areforecastedforelementaryandmiddleschoolstudents. <br />The5źƭƷƩźĭƷƭanalysisoftheexistingschoolsshowsacapacitydeficit,whichmeansthereisnotadequate <br />roomwithintheexistingschoolstoaccommodatetheprojectedincreaseinstudents.Theplanstates <br />thatwhenaschoolapproaches90%capacity,theSchoolDistrictbeginstoevaluateoptionseitherfor <br />increasingcapacityattheschoolorshiftingenrollmentorprograms(ifpossible)toaschoolwithmore <br />capacity.Asof2012,theplanestimatesthatonlytwoofthefiveelementaryschoolswereoperatingat <br />under80%capacity,whileoneelementaryschoolandbothoftheK8schoolswereoperatingator <br />above90%capacity.Theadditionalstudentsforecastedwouldpushallofthoseschoolsbeyondthe90% <br />capacitythresholdduringtheplanningperiod. <br />Awareofthisneedforsometime,BethelSchoolDistricthaspurchasedparcelsintheareaofneedas <br />acquisitionopportunitieshavearisen.TheDistrictnowownsapproximately80undevelopedacresnear <br />theEugeneUGB.Asdemonstratedintheanalysis,below,theCitydoesnotassumethatthelandowned <br />bytheDistrictisthecorrectexpansionarea.Thefollowinganalysisdetermineswhichlandis <br />appropriateforaUGBexpansionfortheneededschoolsitebasedonStatewidePlanningGoal14. <br />AppendixAtoFindingsFinalPage2 <br /> <br />
