W131anning <br />NOTICE OF CITY COUNCIL DECISION <br />July 28, 2017 <br />You are receiving this notice because you provided oral or written testimony during the City Council hearing <br />procedures or requested notice of the City Council's decision on the Eugene Urban Growth Boundary project. <br />On July 17, 2017, the Eugene City Council voted to approve Ordinance No. 20584, an ordinance establishing the <br />City of Eugene's urban growth boundary ("UGB") with new land to meet the City's need for employment sites, <br />parks, and a school. The City Council's decision was final on July 24, 2017 (the date it was signed by the Mayor), <br />but it will take effect only if the Lane County Board of Commissioners adopts a corresponding ordinance. The <br />Lane County Board of Commissioners is scheduled to consider such an action on August 8, 2017. If the Lane <br />County Board of Commissioners adopts the corresponding ordinance, another notice will be provided. <br />Ordinance No. 20584 includes: <br />• Establishment of the precise location of Eugene's UGB, including additional land in the Clear Lake and Santa <br />Clara areas to meet the City's long-term needs for employment sites, a school site for the Bethel area, and <br />community parks for the Bethel and Santa Clara areas. <br />• Assignment of land use designations and new zones to the land being added to the UGB to allow the land's <br />current land uses to continue until the landowner proposes to establish the needed employment, park or <br />school use identified for the land, and to protect particular natural resources on that land as identified in <br />proposed amendments to the Water Resources Conservation Plan and the Water Quality Waterways Map. <br />• Adoption of a new comprehensive land use plan that includes policies pertaining to economic development, <br />transportation, and future monitoring of Eugene's land supply and demand, an "economic opportunities <br />analysis" and a new inventory of Eugene's buildable lands for employment. <br />• Amendments of public facilities and transportation plans to add projects needed to keep pace with 20 years <br />of Eugene's growth. <br />• Amendments to the current Eugene Land Use Code to establish the /CL Clear Lake Overlay Zone and <br />stormwater regulations for the Clear Lake expansion area. <br />To view the ordinance visit www.eugene-or.gov/cityrecorder. <br />For questions, contact: Heather O'Donnell, Senior Planner <br />Phone: 541-682-5488, E-mail: heather.m.odonnell@ci.eugene.or.us <br />For more information, please visit the following website: <br />http:Hwww.eugene-or.gov/2987/Adopting-Our-Urban-Growth-BoundarV <br />City of Eugene • 99 W. 10th Ave. Eugene, OR 97401 • 541-682-5481 • 541-682-5572 Fax <br />www.eugene-or.gov/planning <br />At1,01 <br />.
