Envision Eugene Public Engagement Summary (updated June 2017) <br />EnvisionEugenePublicEngagementSummary <br />TheCityofEugeneiswellknownforhighlevelsofpublicengagement.ItisaCitygoaltoprovidea, <br />ͻŭƚǝĻƩƓƒĻƓƷthatworksopenly,collaboratively,andfairlywiththeĭƚƒƒǒƓźƷǤͲͼandincludes <br />ͻƷƩğƓƭƦğƩĻƓƷandinteractiveĭƚƒƒǒƓźĭğƷźƚƓͼaswellasͻƦǒĬƌźĭengagementthatinvolvesthe <br />communityĬƩƚğķƌǤ͵ͼThefollowingsummarizestheEnvisionEugenepublicengagementeffortsusedto <br />educatethepublicandobtainfeedbackonthe20yeargrowthplanningefforts,fromthevisioning <br />processthroughtothenowproposedurbangrowthboundary(UGB)adoptionpackage. <br />CommunityVisionRecommendation(20102012) <br />PlanningforgrowthinEugeneusedtobepredictablytwosided.ThechallengefortheCityofEugene <br />wastoavoidtheusualbattlesandcreateaplanningprocessthatbuiltcommunitybyinvolvingabroad <br />spectrumofpeopleinanewway.Envision9ǒŭĻƓĻƭgoalwastocreateavisionofhowEugenewould <br />growbyfocusingoncollectivebestoutcomesratherthanworstfears.From2010through2012,city <br />staffandcommunitymembersspentthousandsofhourslisteningtooneanotherandengagingin <br />collaborativelearning. <br />Withalimitedbudget,theEnvisionEugenePublicInvolvementTeamcomprisedofcitystaffuseda <br />numbengagementmethods: <br />erofinnovativepublic <br />ΘAninnovativeartclassprojectwasimplementedtoinvolvenotonlyyoungpeople,buttheir <br />parentsintheĭźƷǤƭcomprehensiveplanningprocess.Parentsofyoungchildrenhavebeen <br />historicallyhardtoreachthroughtypicalmeanssuchaseveningmeetings,sotheclasseswere <br />devisedasawaytocreativelyandcosteffectivelyinvolvethesefamiliesthroughtheirĭŷźƌķƩĻƓƭ <br />schoolwork.CitystaffworkedwithacommunityartisttodesignaprojectonEnvisionEugene. <br />Thestudentswereaskedaboutwhatkindsofplacesareinaneighborhood,whatplacesthey <br />liketogoto,andwhattheywouldliketheirneighborhoodtolooklikeinthefuture.Students <br />workedontheprojectoverthecourseofafewclasses,givingthemtheopportunity(and <br />assignment)totakethetopichomeandtalktotheirparentsaboutit.BoththeEugeneSchool <br />DistrictandBethelSchoolDistrictparticipatedenthusiasticallyintheproject.Studentworkwas <br />honoredatanartshowinJune2010andondisplayataEugeneFirstFridayArtWalk.Overthe <br />nextyearthestudentartworkwasondisplayatpublicmeetings,eventsandbranchlibraries, <br />furtherspreadingwordaboutEnvisionEugenetopeoplethroughoutthecommunity. <br />ΘTheCityaskedconsultantBobChadwicktohelpdesignacommunitybuildingprocessfor <br />Eugene.Afterhundredsofindividuallisteninginterviews,the60personCommunityResource <br />Group(CRG)wasconvenedforaninitialthreedayworkshop.Participantsincludeddiverse <br />interestssuchascommunityleaders,councilmembers,commissioners,neighborhoodleaders, <br />environmentalandlanduseadvocacygroups,businesses,schooldistricts,andtheimmediate <br />pastMayor.Plannersfromacrosstheorganizationparticipatedaswell.Peoplewhohadlong <br />agowrittenoffpublicinvolvementintheplanningprocesscametoparticipate,andtheystayed. <br />June2017 <br /> <br />
