Capital Hill PUD Traffic Safety Analysis
(Revised) May 17, 2017
this location has significantly changed between the collection date and the present time, because
there has not been any significant new development since then that would be expected to add
traffic to Capital Drive. As with the count data collected east of Alta Vista Court, there is no way
to determine how many of the counted trips during the 24-hour period were traveling to
residences with driveways on Cresta De Ruta Street, because there is a separate route available to
them.
During the year 2016 tube counter deployments, traffic count volume data was collected
simultaneously with speed data. The raw collected traffic data is included as Appendix C. The
results of the speed data are included in the following table.
North of Cresta
7
36
12
2
0
De Ruta Street*
East of Alta
9
73
107
19
0
Vista Court
*average 24-hour volume displayed for 40+ hour count
As shown in the table, approximately 91 percent of the traffic traveling on Capital Drive near
Alta Vista Court is traveling at 24 miles/hour or less and approximately 96 percent traveling
north of Cresta De Ruta Street is traveling at 24 miles per hour or less. No vehicle speeds greater
than 30 miles/hour were recorded at either location during the counted periods.
2.1.5 Roadway and Intersection Crash History
The Oregon Department of Transportation's (ODOT's) Crash Analysis and Reporting Unit (CARU)
maintains a database of detailed crash history for all roadways with reported crashes through
the Oregon Traffic Accident and Insurance Report forms filed with ODOT's Driver and Motor
Vehicles Services Division (DMV). A request was made to CARU for any reported crash data on
the segment of Capital Drive from the intersection of Spring Boulevard to the end of the road
near Hendricks Park for the most recent five-year period of available data (January 1, 2010
through December 31, 2014). The crash data included any reported intersection crashes on
Capital Drive at Spring Boulevard/Madrona Drive, Alta Vista Court and at Cresta De Ruta Street,
as well as the general segment of Capital Drive as described previously. The crash data received
from ODOT did not include any reported crashes. Currently, the Accident and Insurance
Reporting Form is required to be filed with DMV if the incident involves any property or vehicle
damage that exceeds $1,500/incident, and/or if the accident resulted in an injury or a fatality.
Crash data reports as received from ODOT are included as Appendix D.
© Branch Engineering, Inc.
Page 1 8
