Capital Hill PUD Page 45 of 67 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3, 2017 Revised:June 19, 2017 <br />within 1/4 mile that can reasonably be expected to be used by pedestrians, and uses within 2 miles <br />that can reasonably be expected to be used by bicyclists. <br />The existing road, proposed private drive, and proposed sidewalks will more than adequately <br />connect the development site to all proposed buildings, related uses on-site, and adjacent and <br />nearby residential neighborhoods. <br />(c) The provisions of the Traffic Impact Analysis Review of EC 9.8650 through 9.8680 where <br />applicable. <br />EC 9.8650 Purpose of Traffic Impact Analysis Review. <br />The purpose of the Traffic Impact Analysis Review is to ensure that developments which will <br />generate a significant amount of traffic, cause an increase in traffic that will contribute to traffic <br />problems in the area or result in levels of service of the roadway system in the vicinity of the <br />development that do not meet adopted levels of service standards provide the facilities necessary <br />to accommodate the traffic impact of the proposed development.... <br />EC 9.8670 Applicability. <br />Traffic Impact Analysis is required when one of the conditions of subsections (1) - (4) of this <br />section exist unless the development is within an area (a) shown on Map 9.8670 Downtown Traffic <br />Impact Analysis Exempt Area, or (b) subject to prior approved Traffic Impact Analysis and is <br />consistent with the impacts analyzed. <br />(1) The development will generate 100 or more vehicle trips during any peak hour as determined <br />by using the most recent edition of the Institute of Transportation Engineer's Trip generation. <br />The development does not generate 100 or more vehicle trips during any peak hour. <br />The majority of proposals for new development generates concerns about additional traffic. <br />Therefore, as an added measure, we have included a traffic analysis to address concerns we <br />heard during the neighborhood meetings and in some of the additional informal (not required) <br />meetings that were held with neighbors and city staff. See attached Traffic Safety Study. <br />(2) The increased traffic resulting from the development will contribute to traffic problems in the <br />area based on current accident rates, traffic volumes or speeds that warrant action under the <br />city's traffic calming program . . <br />See attached Traffic Safety Study. There are no documented accidents in this area. <br />A site visit to Capital Drive would show that there are already traffic calming measures in place. <br />The relative steepness of the street, coupled with narrow corners, would suggest to any <br />reasonable driver that they should proceed slowly. While there will always be drivers that test <br />the limits of safety, it is the driver that makes the road unsafe - not the road itself. <br />(3) The city has performed or reviewed traffic engineering analyses that indicate approval of the <br />development will result in levels of service of the roadway system in the vicinity of the <br />development that do not meet adopted level of service standards. <br />See attached Traffic Safety Study. <br />(4) For development sites that abut a street in the jurisdiction of Lane County, a Traffic Impact <br />Analysis Review is required if the proposed development will generate or receive traffic by <br />vehicles of heavy weight in their operations. <br />The development site will not generate or receive traffic by vehicles of heavy weight in their <br />operations.
