Capital Hill PUD: PDT 17-01 Page 5 of 9 <br />Completeness Review Response <br />June 19, 2017 <br />of building permit submittal. Trees that can be preserved will be, trees that cannot be preserved <br />can be removed and then replaced according to the conditions on the Tree Preservation Plan. <br />The discretionary trees are not required to be removed. <br />Trees that are located on the preservation line are also to be evaluated at time of building permit. <br />If they can be preserved they will be. There is no requirement to remove them but we had to be <br />realistic about the potential impact if a home owner decided to clear the whole lot that is not <br />contained in the conservation area. Clearing an entire lot is impractical and highly unlikely and all <br />the trees removed will have to be replaced per the conditions on the Tree Preservation Plan. <br />Additionally, page 34 of the narrative proposes a replacement plan of 1 tree for each tree <br />removed. Please indicate which trees on the lots will be removed and when replaced. For <br />example, will trees on individual lots be removed during road and utility construction, and then <br />replaced as individual homes are built, potentially years later? Please describe how the <br />replacement plan will work and be enforced. Also, indicate when trees in Tract A that are <br />proposed for removal to accommodate the storm system will be replaced. <br />The trees that may or may not be removed (discretionary trees on the plans) will be evaluated at <br />the time of building permit submittal. Conditions on the Tree Preservation Plan state how these <br />will be handled and replaced. <br />Trees removed as a result of the road construction that are on private lots (Improvement to <br />Capital Drive and installation of Private Drive A) will not be replaced. <br />See note on Tree Preservation Plan for replacement and timing of replacement of trees removed <br />as a result of the installation of the private storm water system. <br />Natural Features Assessment and Delineation of Applicable Boundaries on Site Plan <br />53. If disturbance to natural features, a mitigation plan was submitted, in accordance with 9.8320(4)(c). <br />• Sheet 1-2.0 shows a proposed connection to the Ribbon Trail. Please show and proposed trails <br />within Tracts A and B or any proposed picnic areas or other common use amenities within the <br />community areas of Tracts C and D. <br />There is no longer a proposed connection to the Ribbon Trail. City of Eugene Parks required <br />significantly much more property in order to construct a trail that met grading standards. It would <br />have required committing at a minimum Tax Lot 16 to the trail system as well. This area will now <br />serve as a buffer between proposed Lot 18 and the existing home to the south. <br />There is no proposed trail for Tract B. It is designated as open space and preserved as such. <br />There is no specified program or programmatic elements for Tracts C and D. These area areas of <br />open space to be utilized by the neighborhood as they desire or see fit. Currently people bring out <br />their own chairs and tables and situate them where they want to enjoy the view. <br />Architectural Features of Proposed Buildings <br />54. Indicated general building locations, bulk and height. <br />55. Indicated key architectural features of proposed buildings (concept drawings okay). <br />• Please indicate building envelopes for lots, and whether homes will be limited to 1 or 2 stories <br />through the CC&Rs. <br />There are currently no plans to limit building heights. The zoning is r-1, the building height is <br />already limited to 25 feet (2 stories) and the buildings will not exceed that height. <br />The R-1 requirements address lot coverage only with respect to bulk and height.
