Capital Hill PUD Page 15 of 67 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3, 2017 Revised:June 19, 2017 <br />The lots are clustered around the transportation system to preserve the existing natural <br />environment to the greatest degree practical. Larger lots are proposed and as aforementioned in <br />this written statement, minimizes disturbance to the site. In comparison, developing smaller lots, <br />particularly when grading to build a house with an associated driveway, requires the removal of all <br />trees in that area. Moreover, when located close to the neighboring lot, the grading of each lot <br />connects, which essentially removes all vegetation. In response to this issue, the PUD creates <br />larger lots and over 30% of the property is protected in the form of large forested areas. <br />Above is an image of a typical lot-by-lot single family home development that is directly east of the <br />Piper Lane PUD project site just north of Cal Young Road. It is clear to observe that the homes <br />have only 10 feet between each of them and that the only open space is a private patio for each <br />home, minimal front yard and minimal back yard. As a result of this development, there is little if <br />any opportunity to grow significant trees or replace trees that were removed. <br />On the other hand, examine the site plan above for Piper Lane, an approved PUD in the Cal Young <br />neighborhood. A figure/ground image is a great way to differentiate buildings/paving from green <br />open space. You will see the generous areas of open space, as opposed to the minimal 5' side <br />yards. In this open space, we preserved stands of trees and had open space in which to plant new <br />trees and provide areas of passive recreation for the occupants of the units.
