Geotechnical Investigation
Capital Hill PUD
Eugene, Oregon
Anticipated construction work required for the proposed development includes cut/fill earthwork to widen Capital Hill
Drive and construct the new portion currently a gravel cat road, utility infrastructure installation, and potentially
retaining wall structures to minimize the length of cut/fill slopes due to the existing site topography.
1.2 Scope of Work
Our scope of work included preliminary site reconnaissance by geotechnical engineer of record Ron Derrick P.E., G.E.
on April 22, 2016 and April 27, 2016 during preliminary site layout design work. On September 30, 2016, a geologic
reconnaissance of the site was conducted by certified engineering geologist Gary Sandstrom C.E.G., and ten (10)
exploratory test pits were logged by BEI geotechnical staff.
The soils were visually classified in accordance with the American Society of Testing and Materials (ASTM) Method
D-2488, representative soil samples were collected for laboratory in-situ moisture content and Free Swell (IS 2720)
testing. Field log summaries of the site exploratory borings, including field test results, are presented in Appendix A.
Also, included in Appendix A are copies of nearby well logs from the Oregon Department of Water Resources on-line
database, and the soil survey mapping of the site.
1.3 Site Information Resources
The following site investigation activities were performed and literature resources were reviewed for pertinent site
information:
• Ten exploratory test pits were excavated using a rubber tracked min-excavator to a maximum depth of 6-feet
below ground surface (BGS)
• Review of the United States Department of the Interior Geological Survey (USGS) Eugene East Quadrangle
Map, 2014.
• Review of on-line aerial photographs of the site since 1994.
• In-situ field and in-house laboratory testing of soil strata.
• Review of the Lane County Area Web Soil Survey, United States Department of Agricultural (USDA) Natural
Resources Conservation Service (NRCS), see Appendix A.
• Review of Oregon Department of Water Resources Well Logs, see Appendix A.
