The owner has testified at recent <br />hearings. This is the owner's formal appearance and request in this matter. <br />The city's plan to create an industrial area to the west and north of Jerry's includes a plan to <br />redevelop Theona Drive as a collector to serve the new industrial area. This is not going to be <br />workable. <br />Please see the attached letter from JRH Transportation Engineering. JRH has examined the city <br />proposal for Theona Drive and explains why it is not workable. To summarize the JRH <br />summary, relying on Theona Drive to be a collector to serve the new industrial area will <br />eventually require a traffic signal at the Theona/Hwy. 99 intersection; however, the state <br />standards for adding a signal at that location cannot be met, due to the proximity to Beltline. The <br />solution, according to JRH, is to not use Theona Drive as access to the industrial area. <br />Jerry's supports the JRH recommendation. Making Theona a collector is not consistent with the <br />transportation system plan; it also is not workable.
