Introduction <br />The first step in establishing a complete and final 20 year residential Buildable Lands Inventory (2012- <br />2032) is the identification of the residential land supply that exists inside Eugene's urban growth <br />boundary ("UGB") in 2012, the outset of the 20-year planning period. For Eugene, the 2012 land supply <br />is documented in this Part I of the Envision Eugene / Residential Land Supply Study. The 2012 residential <br />land supply forms the basis for Parts II, III and IV of this Study that determine the capacity of the 2012 <br />residential land supply to meet the City's needs for additional residential development over the 2012- <br />2032 planning period. The final Buildable Lands Inventory ("BLI") for the 2012-2032 planning period is <br />located in Part V of this Study. <br />2. Purpose <br />One of the primary goals of the Envision Eugene project is to determine how Eugene will accommodate <br />the community's growth through 2032, as required by state law. Eugene is expected to grow and will <br />need to accommodate more people and jobs. Determining how to accommodate this future demand <br />requires Eugene to first identify its 2012 supply of the land available for homes.' <br />' Eugene's process for establishing the 2012 residential land supply included the simultaneous establishment of its <br />2012 employment land supply, taking into account all plan designations to create consistency in methodology and <br />Residential Land Supply Study I May 2017 Part I - Page 1 <br />
