AGENDA ITEM SUMMARY <br />February 13, 2017 <br />To: Eugene Planning Commission <br />From: Terri Harding, City of Eugene Planning Division <br />Subject: Envision Eugene: Urban Growth Boundary Proposal <br />ISSUE STATEMENT <br />The City of Eugene is preparing to adopt a new urban growth boundary (UGB), following several years of <br />community input, technical analysis, revisions and policy check-ins. The Planning Commission is holding a <br />series of work sessions on the UGB adoption package, in preparation for a public hearing scheduled for <br />March 7. <br />On January 30, the Commission began to walk through the materials in the adoption package, starting with <br />the jobs, parks and schools materials. At this work session, the Commission will pick up where they left off, <br />completing the jobs, parks, and schools materials review and covering the residential land materials. The <br />goal of the work session is to familiarize the Commission with the materials that the public will be <br />commenting on at the public hearing. <br />BACKGROUND <br />The UGB adoption package is made up of two ordinances. Each Commissioner was provided a binder <br />containing the January 2017 draft UGB adoption package materials, which are available to the public at <br />www.EnvisionEugene.org. Staff will walk the Commission through the materials (listed in Attachment A) <br />and answer questions about the various components and where to find different pieces of information. <br />NEXT STEPS <br />A single public hearing, held jointly with the Lane County Planning Commission, will be held on the entire <br />UGB adoption package on the evening of March 7, in Harris Hall at 7pm. At 6 pm, a work session with <br />both the Eugene and Lane County Planning Commissions will be held to provide an overview of the <br />materials and explain the hearing process. No deliberations will take place on March 7. Each Commission <br />will hold its own post-hearing deliberation meetings and form separate recommendations to their respective <br />elected bodies. <br />ATTACHMENTS <br />A.
